<br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to table the final plat of <br />GAD's Prairie, and to direct staffto look at the cul-de-sacs and screening, with the Fire Chief to <br />weigh in on the cul-de-sac. <br /> <br />Further discussion: Councilmember Jeffrey stated this was sent back for traffic issues <br />previously, and he is not sure this resolves those concerns. Traffic from this development will <br />dump directly onto Highway 5 from one access, and that is a safety issue. They need to take <br />more accesses off of Highway 5 and slow the traffic down. Mayor Gamec asked if <br />Councilmember Jeffrey would be in support of all the traffic accessing onto 146th Avenue. <br />Councilmember Jeffrey replied he is trying to figure the ~afest way to put people. on Highway 5, <br />and this does not fit. Councilmember Dehen stated the County had some real issues with this, <br />which is outlined on pages 186 and 187. He has some issues on whether or not he will change <br />his mind on the safety issues even if it is brought back to another session on a cul-de-sac. He is <br />bothered by this. Interim City Administrator asked whether the length of the cul-de-sac has been <br />verified. Associate Planner DaInes replied the length appears to be approximately 960 feet, <br />which will be verified. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey, <br />Look, and Strommen. Voting No: None. <br /> <br />Councilmember Elvig left the meeting at 8:48 p.m. <br /> <br />Case #7: <br /> <br />Request to Consider Adopting Resolution in Support of Promoting Active <br />Living and Authorize Staff to Submit Proposal to Blue Cross Blue Shield <br /> <br />Associate Planner DaInes stated since the fall of 2006, staff has been attending seminars <br />sponsored by Blue Cross Blue Shield that highlight the importance of integrating public health <br />with municipal planning. In the process of attending these workshops, staff became aware that <br />Blue Cross Blue Shield has published a Request for Proposal (RFP), with the last round to be <br />selected in June 2007. The RFP is asking for proposals that outline how the applicants would, <br />through their comprehensive plans, encourage an increase in physical activity through land use, <br />transportation, facilities, and park and recreation planning. Staff is proposing to submit a <br />proposal in response to the RFP. Ms. DaInes provided an overview of the' draft proposal. She <br />advised staff recommends adoption of the resolution establishing a commitment on behalf of the <br />City Council to consider incorporating active living principles into the Comprehensive Plan. A <br />separate, contract process would be conducted, if Ramsey is selected by Blue Cross. The <br />proposal does not obligate the City until the contract is negotiated. Ms. Daines advised the grant, <br />if received, will provide the City with $67,750.00, half of which would be used for the <br />Comprehensive Plan update, and the remaining will provide funds to conduct a detailed study for <br />the Mississippi River Trail Corridor. <br /> <br />Mayor Gamec asked if this would coordinate along the plan for the Mississippi River Trail <br />corridor. <br /> <br />City Council / May 22, 2007 <br />Page 18 of 24 <br />
