<br />Associate Planner DaInes replied the plan for the exact location of the trail has been conducted. <br />This would build on that to explore options for connectivity to that trail from Ramsey Town <br />Center and other key locations. It would also look at best practices for trail development like <br />how to connect the trail to future development in that area. There is a lot of vacant land on this <br />corridor and it would address how that fits in. <br /> <br />Councilmember Olson asked if this basically includes a focus on recreational trail use. <br /> <br />Associate Planner DaInes replied yes, the proposal requests that they emphasize walkability and <br />trail development and the connection of trails to parks and other areas. It would emphasize park <br />and trail recreation, but would also deal with exploring the different options to increase physical <br />activity through things such as design for traffic calming. Those things would be organized <br />through the contract process. <br /> <br />Councilmember Olson stated this is an exciting opportunity that should dovetail nicely with the <br />discussions that have taken place with Ramsey3. It is a good opportunity to move some of that <br />forward to look at how they can make their community more walkable, not only for recreation. <br />but for other things too. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Strommen, to adopt Resolution <br />#07-05-130 in support of planning efforts that encourage active living and authorizing staff to <br />submit a proposal in response to the Blue Cross Blue Shield Request for Proposals. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Olson, Strommen, Dehen, <br />Jeffrey, and Look. Voting No: None. Absent: Councilmember Elvig. <br /> <br />Councilmember Dehen left the meeting. <br /> <br />Case #8: Report from Finance Committee <br /> <br />1) Fire Engine Bid Award <br /> <br />Fire Chief Kapler reviewed that on February 13, 2007; the City Council accepted staffs <br />specifications and authorized soliciting bids for a new fire engine. Although bids were received, <br />staff recommended rejecting bids, altering specifications and re-bidding. Council approved that <br />action on April 24, 2007. Chief Kapler stated bid proposals were received and opened on May <br />14, 2007, from two manufacturers, Custom Fire and GeneralIRosenbauer. This past week staff <br />has done a thorough analysis of the bid documents. The table included in this case summarizes <br />those bids. Staff is very confident that both bids meet the specifications. <br /> <br />Fire Chief Kapler stated staff recommends awarding General/Rosenbauer the contract to provide <br />a fir~ engine per Ramsey's specifications and GeneralIRosenbauer bid. Staff would like to add <br />back the installation of a traffic arrow light to be installed on the rear of the truck at an additional <br />cost of $711, bringing the contract total to $360,432. <br /> <br />Councilmember Strommen stated it was the recommendation of the Finance Committee to accept <br />staff s recommendation. <br /> <br />City Council / May 22, 2007 <br />Page 19 of 24 <br />
