He was
pleased with the comments from the business people. There were some concerns expressed
regarding the focus on the Highway 10 corridor, but many of the businesses have seen the need
for improvements.

Property Maintenance Concerns

Councilmember Dehen stated last week he received a call from an individual by the name of
Patrick LaBlanc who lives in the area behind Grosslien Beverage about a house on Rivlyn Lane.
Councilmember Dehen stated it is his understanding that the City took this individual, Keith
Kiefer, to court. He is not sure of the results of the court proceedings, but it was a nuisance
issue. Mr. LaBlanc has expressed concern that after that court proceeding he still sees the
property in horrible shape. Mr. LaBlanc also informed him that Mr. Kiefer sits on one of the
City's commissions. Councilmember Dehen stated essentially there is a member of the EDA
resisting efforts to clean up his property. He has talked with Chief Way about this and he is
going to look at the condition of the court sentence and see if there is anything the City can do.
He has assured Mr. LaBlanc that the City is looking into administrative penalties so the property
owners can get some relief. Other property owners in that area, by the name of Ty and Mandy
Jenson, have been very frustrated with this property. Councilmember Dehen stated it brings his
ire forward given this is a property in his ward. He wants to be sure people's property is not
affected negatively by junk piling up. The City needs to stay on top of this. A discussion is
needed on this until they can get the administrative process in place. They need to check into the
fact that there is someone on one of the City's commissions thatthe City is actively fighting to
get to clean up his property.

Mayor Gamec suggested Councilmember Dehen follow up with the City Attorney regarding
these concerns.

City Council / May 22, 2007
