As a <br />basis for discussion, a series of inspections were performed along the Highway # 1 0 <br />corridor. Staff presented the results of the inspections and requested direction from the <br />City Council on how to proceed. Many issues were discussed, including outside storage <br />in zones where it is not permitted and non-conforming accessory buildings. However, the <br />most significant discussion focused on the lack of required paved customer and employee <br />parking areas, driveways, traffic maneuvering areas, and areas used for display of items <br />for sale or rent. . <br />I <br />The pavement requir~ment has been in City Code for nearly 20 years. However, in the <br />past the City did wai{re these requirements on existing, developed parcels until they were <br />redeveloped.. This w~iving of the performance standards was more commonly referred to <br />as 'grandfathering' t~e site. After much discussion at the City Council work session of <br />May 1,2007, City C9uncil determined that it is time to require existing commercial and <br />industrial sites, as well as the newly developing and redeveloping sites, to come into <br />compliance with perfprmance standards established in City Code. <br />I <br /> <br />The City Council wa~ also very adamant that the enforcement of performance standards <br />be applied uniformly [in all of the commercial and industrial districts. This summer, City <br />Staff will be visiting! all of the commercial and industrial sites in the City to determine <br />which properties wil~ need to upgrade their site conditions in order to comply with City <br />Code. Examples of required improvements or performance standards include the <br />installation of pavement and curbing, removal of non-conforming accessory structures, <br />and elimination of outdoor storage in zones that do not permit outdoor storage. <br />
