-154- <br /> <br />Purpose of Report <br /> <br />On November 8, 2002 a petition from Oak Terrace Estates, was presented to the City Council <br />requesting that a study be prepared which would determine the feasibility of extending city sewer <br />and water services to th/s mobile home trailer park located along %1-I. 10. In response, the City <br />Council adopted Resolution 02-11-295 directing staff to prepare such feasibility study. <br /> <br />It is the purpose of this report to comply with the Petition requesting the Council directive <br />contained in Council Resolution 02-11-295. Because the storm drainage is also problematic <br />within the trailer park, the scope of this study will also include the addressing improved storm <br />water needs a s w ell a s sanitary s ewer and water improvement. This report will also address <br />financing of'improvement costs in accordance with City Code Chapter 4.60 which relates to <br />special assessments for improvements of this nature. <br /> <br />Existin~ Conditions <br /> <br />The Oak Terrace Estates Mobile Home Park is located on a 6.7-acre parcel on the north side of <br />Highway 10 approximately 1000 feet west of Sunfish Lake Boulevard. The park consists of 89 <br />single family trailer units, one single family frame home, two laundry buildings and one <br />office/laundry building. The parcel immediately east of the park is serviced with both city sewer <br />and watermain. The eight-inch watermain on this adjacent eastern parcel has been stubbed to the <br />southeast corner of Oak Terrace Estates. The sanitary sewer is located approximately 510 feet <br />east of the northeast corner of Oak Terrace Estates. The development a~eement between the <br />City and the Sunfish Commons subdivision requires the owner of Lot 1 of the subdivision to <br />extend the sanitary sewer to the Oak Terrace property at such time as an access road is <br />constructed. A copy of this a~eement is attached in Appendix B. <br /> <br />Sewer and water is also available to this parcel from the west, however, the adjacent parcel to the <br />west does not have municipal service available. The sanitary sewer to the east is deep enough to <br />service Oak Terrace by ~avity. The sanitary sewer to the west is 4.5 feet higher and would <br />require insulating portions of the sanitary sewer to prevent freezing. <br /> <br />Oak Terrace is currently serviced by on-site sanitary facilities, which consists of septic tanks, <br />cesspools and drain fields. Many of these facilities such as the cesspools do not meet current <br />standards for sanitary facilities. The existing sanitary facilities are illustrated in Figure 1. The <br />frequent necessity for pumping suggests that the existing sanitary facilities are not functioning <br />properly. <br /> <br />Oak Terrace is serviced by two six-inch wells each capable of pumping 55 g-pm and a pressure <br />tank located within the well house building. The pressure of the system ranges between 45 a~d <br />65 psi. Service is provided within the park through a distribution, system of copper pipes ranging <br />in size from 1 ½ inch to 3/4 inch in diameter. The existing water system is illustrated in Figure 2. <br /> <br />Storm water drains overland and flows in all four compass directions. Flow running to the south <br />collects in the Highway 10 ditchline.
