I I i Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #03-05- A RESOLUTION ADOPTING FINDING OF FACT # RELATING TO A REQUEST FROM FLORENCE KAHLSTORF FOR A HOME OCCUPATION PERMIT TO ESTABLISH AN IN HOME MASSAGE THERAPY BUSINESS ON THE PROPERTY LOCATED AT 7136 159TM LANE NW. WlZEREAS, the City of Ramsey received an application from Florence Kahlstorf for a home occupation permit to operate a one-person massage therapy business within the dwelling on the property generally known as 7136 15-9th Lane NW and legally described as follows: That part of the Southwest Quarter of Section 15, Township 32, Range 25, Anoka County, Minnesota, described as follows: Corrunencing at the Northwest comer of said Southwest Quarter; thence south along the west line thereof a distance of 1000.35- feet; thence east parallel with the north line of said Southwest Quarter a distance of 246.95 feet to the point of beginning of the tract of land to be described; thence continue east parallel with said Southwest Quarter a distance of 317.64 feet to the south line of the north half of said Southwest Quarter (as measured on the east and west lines thereof); thence west along said south line a distance of 125.0 feet; thence north parallel to said east line. (the "Subject Property") NOW THEREFORE, BE IT RESOLVED BY THiS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the request are determined to be as follows: That on April 1, 2003, Florence Kahlstorf, hereinafter referred to as "Applicant", properly applied for a home occupation permit to establish and operate a massage therapy business in her home. o That the Applicant appeared before the Ramsey Planning Commission for a public hearing pursuant to Section 9.03.04 of the City Code on May 1, 2003, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. 3. That the Subject Property is zoned R-1 Single'Family Residential. 4. That the Subject Property is approximately .83 acres in size. 5. That massage therapy operations are not a permitted use in the R-1 Single Residential District. Family -213-
