-242- <br /> <br />Case #3: Summary for 2002-2003 Snow Removal Season <br /> <br />Background: <br /> <br />The Street Maintenance Supervisor presented a brief review of the 2002-2003 snow removal <br />season to the Committee. That review consisted of three major plowing events and 12 minor <br />events and a table was presented representing some general statistics regarding the plowing <br />operations. <br /> <br />Council Action: <br /> <br />No action necessary. <br /> <br /> Case #4: Update on Feasibility Study for the Improvement of Dirt Streets <br /> Background: <br /> <br /> Past policy has been for the costs associated with upgrading a roadway from dirt to bituminous <br /> pavement to be fully assessed to the benefited properties. The discussion associated with this <br /> public works issue centered upon what kind of financial incentives the City may wish to consider <br /> to encourage the upgrading of dirt streets, to either paved or well drained gravel surfaces. Since <br /> these incentives would need to be appropriated from the general fund, the Committee <br /> recommended tabling action until after the April 29th budget discussions. <br /> <br /> Council Action: <br /> <br />Ratify the recommendation of the Committee. <br /> <br /> COMMITTEES/STAFF INPUT <br /> <br />1) Road Patching <br /> <br />Background: <br /> <br />The Director of Public Works informed the Committee that Staff is planning on using the St. <br />Paul plant as a supplier for hot mix for some of the smaller projects. He also informed the <br />Committee that the larger projects would have to wait until the local asphalt plant opens around <br />May 15th. <br /> <br />Action: <br /> <br />No action necessary <br /> <br />2) Discussion on Elmcrest Access Alternative <br /> <br />Background: <br /> <br />Staff explained that for some time now consideration has been given to a safer access to Elmcrest <br />Park other than from T.H. #47. The other alternative is an access to 167th Avenue, however it <br /> <br /> <br />
