-46-

staff was asked to bring the issue back. A feasibility study was completed for the project, which
is what the Public Works Committee will be reviewing.

Councilmember Zimmerman inquired if a majority of the project is going to be assessed, will
there be enough homeowners in favor of the project for the project to proceed.

Mayor Garnec replied that he is aware of a number of residents that are in favor of the
improvements.

City Administrator Norman stated that he would have to research past information to provide an
answer.

Councihnember Zimmerman inquired if the residents impacted by the project will be notified of
the May Public Works Committee meeting.

City Adn'finistrator Norman replied no, explaining that the discussion is only to bring the
Committee up to date on the issue.

Councilmember Kurak stated that two new wells and a water tower are included in the CIP, but
she felt that they needed to begin discussions seriously as to when those items will need to be
completed with the Town Center project moving forward. She inquired if the new water tower
was capable of accommodating the first phase of the Town Center development.

Director of Public Works Kapler replied that engineering staff would be better to answer those
questions, but initially the current water tower would accommodate the use.

Councitmember Cook noted that those items could be moved up on the CIP next year when the
Council reviews the various projects.

Councilmember Zimmerman stated that it does take time to get plans together to dig a well and
acquire land. He suggested that the City consult with Bolten and Menk on the issue.

Director of Public Works Kapler noted that the figures in the CIP for the wells do include land
acquisition. He inquired if it was the consensus of the Council that the well projects should be
moved up on the CIP.

Councilmember Kurak replied that they should be at least discussing the issue very seriously at
this point so that they are prepared to accommodate the need for the Town Center project.

Mayor Gamec inquired if the Ramsey Town Center LLC group had met with Bolten & Menk.

City Administrator Norman replied yes.

City Administrator Norman noted that he would add the discussion of well #6 and Tower #3 to a
future Public Works Committee meeting agenda.

City Council Work Session/April 29, 2003
