-48- <br /> <br />City Administrator Norman replied yes. <br /> <br />Mayor Gamec stated that it will cost around 4 million dollars to construct Sunwood Drive and <br />inquired if the City would be using MSA funds for road construction, but in addition to that, <br />sewer and water lines would have to be constructed. He inquired if there was going to be enough <br />funds to construct Sunwood Drive. <br /> <br />Councilmember Kurak stated 'that typically the developer is required to construct the <br />infrastructure so she did not understand why they would be discussing the City constructing the <br />infrastructure. <br /> <br />Councilmember Zimmerman stated that the City would use MSA funds for the actual road, but <br />the developer would be responsible for sanitary sewer, water and storm water. He inquired if <br />they were still looking at the developer to construct an overflow to the river from the Town <br />Center. <br /> <br />Director of Public Works Kapler noted that the overflow to the river is included in the CI:P. <br /> <br />City Administrator Norman explained that the City Engineers have been working on the issue <br />with Ramsey Town Center LLC, but none of the staff present was prepared to give an update on <br />that issue. <br /> <br />Councilmember Elvig stated that they are looking at Sunwood Drive being constructed using <br />MSA funds as well as an $800,000 grant from the Met Council, which would mean that the City <br />would have $1.4 million available for the road out of $2.7 million total construction cost. <br /> <br />City Administrator Norman replied that staff has just begun negotiations with the developer and <br />staff clearly understands that the Council wants most of the costs to be covered by the developer. <br /> <br />Councilmember Zimmerman inquired if there was a consensus to construct the entire extension <br />of Sunwood Drive at once. <br /> <br />City Administrator Norman explained that initially the City was looking at constructing <br />Sunwood Drive in two segments, but they have changed their focus to constructing the entire <br />road at one time with the development of the Town Center. <br /> <br />Councilmember Pearson stated that Ramsey Town Center LLC is proposing a large development <br />that will cause a need for a new well and inquired if the developer could be charged a user fee for <br />impacting the community. <br /> <br />City Administrator Norman explained that when there is a large traffic impact because of a large <br />development, such as the Town Center, the street improvements come at a large cost.
