Ms. Harrington stated she attends Elk River Park/Utilities Supervisor Riverblood stated they would be budget planning later this summer. Chairperson Johns stated they plan to start-the structure development process early next year and will be looking for citizen input. They are planning to have an article in the Ramsey Resident this fall. Park~[Jtilities Supervisor Riverblood stated they would be doing some pre-advertising on June 2na at the Ramsey Lions Community Picnic. They plan to take out the tennis nets and put in some ramps and have demonstrations. Commissioner Shryock asked Ms. Harrington if she attended the Oak Grove Skate Park. Ms. Harrington stated she didn't really like the lack of features, stating she prefers the Elk River Lions Park. .Commissioner Shryock asked if it's available year round. Ms. Harrington stated it was. Commissioner LaMere suggesting working with the athletic association. Chairperson Johns suggested notifying ARAA, the schools, the Ramsey Resident, and Youth First as well. Commissioner Barr stated she has been using an email system and could also get the word out that way. Commissioner Olds suggested getting vendors to bring in some products to some City held events like Happy Days. - Park/LTtilities Supervisor Riverblood suggested using the Ramsey Plaza parking lot. Chairperson Johns thanked Ms. Harrington for her interest and input on the Skate Park. Case #1: Review Request for Telecommunications Tower in Alpine Park _ Parks/LJtilities Supervisor Riverblood explained the T-Mobile has submitted an application for a conditional- use permit to place a telecommunications tower in Alpine Park.- Their analysis indicates service would be improved in Ramsey by placing a tower north of the closed landfill. While it is recognized that there is aesthetic concerns with towers, it is also acknowledged that there is. public value in cellular service. In order to control the placement and conditions of cell towers, providers are encouraged to place towers on public lands whenever possible. The city does receive monthly lease payments for towers and appurtenances and requires that the towers themselves be designed, and available for co-use by other providers (to reduce the Park and Recreation Commission/May 10, 2007 Page 3 of 5
