-166- <br /> <br />This statement overemphasizes the impact of a leaking underground storage tank on <br />public water supply wells. Also, the ;~most controlled land use" in a wellhead protection <br />area is a site-specific and debatable issue that may be taken up in the development of <br />each wellhead protection plan. Each City in consultation with the MDH establishes its <br />priority for address potential contaminant sources within its WHPA/DWSMA. ' <br /> <br />Recommendations (of the commenter): <br /> 12. Reference to underground storage tanks should be removed from the <br /> discussion of WHPA. Discussion of wellhead protection should emphasize <br /> that the process is specific, and tailored, to land use conditions within each <br /> WHPA/DWSMA. The development of the City's wellhead prot,ection plan <br /> and priority of contaminant sources should be left up to the City in <br /> consultation with the MDH. <br /> <br />13. The statements regarding wellhead protection in this section should be <br />combined with other wellhead protection statements, found throughout the <br />document, and placed in the Water Use section/item. <br /> <br />Response: The issue of underground storage tanks is relevant to the RTC site and was <br />not removed completely from the text. The document has been changed to reflect all <br />other aspects ot' this comment. See response to comment 8.1. <br /> <br />Comment 8.27: The three departments that reviewed this document have attempted to <br />provide a thorough review of the AUAR for the Ramsey Town Center. Realistically, <br />there will be changes to the plans to consider and many more levels of detail to review as <br />the development progresses. Many of these changes and details will have the potential to <br />impact the County infrastructure. Because of this, we ask that the City and the developer <br />continue to work closely with the County on the issues raised in this review. <br /> <br />Our mutual goals wilt be best met if we continue working with each other in these early <br />stages of the development plans, and if we plan to continue coordinating our efforts <br />through the build-out of the Ramsey Town Center. Toward that end, we invite the City <br />and developer to meet ~vith the County at your earliest convenience to begin discussions <br />of our comments and the issues raised in this letter. <br /> <br />Response: As stated in the response to Comment #8.1, the City intends to work closely <br />with the County on all of the issues of joint concern. <br /> <br />Co~me/~! #9.
