Board Member Max concurred that in light of Mr. Bacon's retirement, there is less manpower or
. ' interest in putting on an Expo by EPB members.

Chairperson McDilda explained that because of the potential that the Expo needs to be rebuilt
anyway, and the overlaps in city wide events this year, it might be the year to determine a new
plan for next year. He stated that unless the EPB members were willing to take on a lot of
activity over the next two months to pull it off, it won't be a quality Expo. He expressed concern
that if the EPB doesn't plan an Expo, nobody else would pick it up.

Board Member aids stated that the school is not co-sponsoring the Expo this year so there is a
decline in student participation.

Mr. Bacon stated that the teachers previously did a lot of programming via newsletters to homes,
coordinating participation, and organizing crafts and games. He stated the Expo was a
partnership.

Board Member Olds stated that in addition to the school bowing out, there are conflicts with
other city events. He asked if EPB members were ready to jump in and plan an event for 2007.
He expressed concern that there wasn't enough time to dedicate to moving forward. He stated
this would give the EPB a good opportunity to revisit the Expo over the next 12 months.

Board Member Max stated that the EPB doesn't have a charter to be a committee that puts
together an event. He stated the EPB has an entirely different agenda for the Expo.

.

Board Member aids questioned whether the Expo was something that the EPB should be doing
or whether there should be an actual City Council sanctioned committee responsible for the
Ramsey Environmental Expo/Tree Sale. He stated this might be a good opportunity to gain
citizen involvement with responsibility serving on an Expo committee.

Chairperson McDilda asked for a recommendation to the City Council.

Board Member Bentz questioned where the Expo fell on the city's priority list since it was
scheduled on top of Ramsey3.

Board Member Max concurred that the Expo should have been a priority when scheduling
Ramsey3.

Chairperson McDilda stated the Expo planning was easy to be ignored because Mr. Bacon
typically ran it when he was employed by the City of Ramsey. He questioned the validity of
even having the Expo. He questioned what role the Expo plays for residents. He asked if the
Expo could become more valuable to residents, but questioned the logic of EPB members
running it. He suggested making a recommendation to the City Council to put a committee
together if they think an Expo is important.

.

Board Member Max stated that at one time there was more land to put the trees on. The options
for nurseries weren't as available. He stated it became a tradition to go to the Ramsey Tree Sale.

Environmental Policy Board/ February 5, 2007
Page 4 of 13
