COMMISSION BUSINESS

Case #1:

Consider Park Acquisition from Dave Smith

Mr. Smith recently approached the City about removing the drainage and utility easement so that
he could build on the lot. The City is not willing to remove the easement and suggested the
parcels might be acquired by the City for park uses. The area could be used as an overlook area
along the trail.

Commissioner Shryocl< asl<ed who owned the other two parcels adjacent to this property.

Parks/Utilities Supervisor Riverblood indicated the City owned them and originally the City
wanted to acquire this land also. He stated the parcels best use may be to remain in the public
domain.

Chairperson Johns noted the trail is on the parcel side.

Commissioner Shryocl< thought that given the dynamics of the road around the property, it
would not be a good place for development.

Chairperson Johns stated she would not have an objection to lool< into this.

Motion by Commissioner Shryock, seconded by Commissioner Erickson, to authorize
negotiations with Mr. Smith for acquisition of the parcels.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Ericl<son, Barr,
Hansen, and LaMere. Voting No: None. Absent: Olds.

Case #2:

Skate Park Planning - Presentation from Vendors

The purpose of this case is to receive a brief presentation from sl<ate park vendors. The primary
focus of this invitation is to assist the Commission in determining whether the Request for
Proposal (RFP) process should be used - or if detailed specifications should be developed with
subsequent sealed bids.

A representative from E.F. Anderson made a presentation to the Commission regarding skate
park planning.

Chair Johns explained to E.F. Anderson the reason why Ramsey wants to lool< at getting a skate
parl< in the community.

E.F. Anderson stated a factor to consider is the noise factor and the different types of equipment.
He asked what the Commission had decided on the type of surface to be used.

Parks/Utilities Supervisor Riverblood indicated they have not decided that yet but thought
concrete would be the surface and used in the winter as a rinl<. He indicated they have a budget
identified but need to go into more discussion on the costs of equipment and price of the surface.
Park and Recreation Commission/April 12, 2007
Page 2 of 6
