Chairperson Johns noted they did not have any questions at this time and wanted to get an idea
on how the process worl<s.

Commissioner Shryock stated one of the issues was the noise factor and she wondered if there
was any data out there that showed the noise produced from a sl<ate parl<.

E.F. Anderson stated there are not any studies out there. He explained the types of noises that
can be heard and he noted the noises can be muffled depending on the type of material used. He
stated there are a number of things they can do to dampen the noise.

Mr. Mike Vasage, St. Croix Recreation, made a presentation to the Commission regarding skate
parl< equipment and planning.

Chairperson Johns asl<ed if the concrete modular was permanent.

Mr. Vasage stated the concrete ramp is heavy but modular and can be moved and reconfigured.

Commissioner Ericl<son asked what dense concrete means in the long term compared to the
competitors.

Mr. Vasage indicated in the cold, concrete can crack and the denser the concrete, the more
resistant it is. Denser concrete is less lil<ely to breal< apart.

Commissioner Shryocl< stated she liked the idea of worl<ing with the existing topography of the
park. She wanted to thank Mr. Vasage for outlining a clear process for them once they have a
better vision on their objectives.

Case #3:

Skate Park Planning - Discuss Alpine Park

At the Commission's March meeting, the planning process for the Skate Park proposed for 2008
within the Parl<s Capital Improvement Program continued.

Parks/Utilities Supervisor Riverblood reviewed the previous meeting agendas along with what
the Commission should discuss at this meeting. He showed a slideshow of the Alpine Park area
and how the area might be laid out.

Parks/Utilities Supervisor Riverblood stated one of the reasons they are tall<ing about Alpine
Park for the ice sl<ate rink is because the elementary school has discussed expanding their
parking and the only place for it is where the rink is located.

Chairperson Johns wondered how quickly they needed to bring another ice rink online.

Parks/Utilities Supervisor Riverblood indicated the acquisition for a rink; lighting and warming
house is expensive. He stated the parl<ing lot expansion is not within the elementary school's
five year CIP but they need to start planning and budgeting for the ice rinl<.

Park and Recreation Commission/April 12, 2007
Page 3 of 6
