<br />City Engineer Jankowsl(i advised the property owners can ask questions and state their support <br />or opposition, or suggest changes at the public hearing. However, it would be a good idea to <br />hold an informal open house on the feasibility study where the property owners could attend and <br />ask questions. Sometimes if there is dedicated time for people to come in and focus on a specific <br />project there seems to be a better response, and the property owners could fully understand the <br />feasibility study when they mal(e their points at the public hearing. <br /> <br />Mayor Gamec stated these property owners may have a lot of questions. Some of these <br />assessments are very large with the possibility of not being able to subdivide. <br /> <br />City Engineer Janl(owski indicated this may be a valid issue to discuss at the informational <br />meeting. For example with Lot No. 12, it is not certain that they will not be able to subdivide <br />into two lots, but it may be difficult. Staff's estimate of subdivisions is very conservative. They <br />show the potential for 32 lots, but it may be possible to subdivide into 39 lots, possibly more. He <br />indicated staff was given direction at the worl( session to look at ghost platting, this was done <br />with the assessments calculated on a per foot basis. Council may want to consider how <br />assessments would be done, possibly assessing based on lots or by a combination of the two <br />methods. <br /> <br />The Committee and staff discussed the ghost platting and possible issues with assessments on a <br />lot by lot basis, such as the possibility of a property owner subdividing in the future and adding a <br />lot they were not assessed for. <br /> <br />Councilmember Dehen noted the debate is really about the best way to assess equitably to <br />everyone. <br /> <br />Acting Chairperson Olson indicated there should be options available for the property owners to <br />consider at the informal meeting. <br /> <br />City Engineer Janl(owski suggested staff prepare multiple tables showing assessments by <br />developable lots, by front footage, and a combination of both methods. <br /> <br />Acting Chairperson Olson inquired about the timetable if an informational meeting were to be <br />held. <br /> <br />City Engineer Janl(owski indicated the informational meeting would be held at least 1 1;2 weel(s <br />before the public hearing in mid-March. The schedule is now such that the watermain extensions <br />could be done in the fall, but there would not be any work done at that time that would require <br />major road restoration because the work would not get started until October. <br /> <br />Mayor Gamec directed staff to obtain input from the City Attorney regarding what would take <br />precedence: the City Charter which states residents cannot be forced to hool( up to municipal <br />water, or an signed agreement stating that the property owner would proceed with the <br />improvements. <br /> <br />Public Works Committee / February 20, 2007 <br />Page 10 of 11 <br />
