<br />end of March, bidding of the project could take place in September of this year. This would be <br />too late for the construction located within 157th Lane to occur during 2007. This construction <br />would be better undertaken during the spring of 2008. It would be feasible to construct the <br />connecting trunl( watermains for this project, and also the Ramsey Boulevard project in the fall <br />of 2007 since the Ramsey Boulevard project does not require an extensive amount of street <br />reconstruction. Mr. Jankowsl(i indicated the project costs would be fully assessed to the <br />benefited property owners. Trunl( cost associated with the watermain extension and extra depth <br />sewer will be paid for from the sanitary sewer and water fund. He reviewed the following <br />summary of the financing: <br /> <br />Assessments <br />S & W Trunk Funds <br /> <br />Ramsey Blvd <br />$1,401,258 <br />$ 58,078 <br /> <br />157th Lane <br />$1,622,137 <br />$637,630 to 1,771,272 <br /> <br />Total <br />$ 3,023,395 <br /> <br />City Engineer Jankowsl(i stated it has been between 12 to 18 months from the time the petitions <br />have been presented and staff feels that it is important to determine the level of support for these <br />projects now that assessed costs to the benefited properties have been identified. It recommends <br />that the feasibility studies be modified as directed by the Committee and that a public hearing be <br />set for March 27, 2007. The Committee is requested to direct modifications to the feasibility <br />studies and recommend to Council that public hearings be scheduled for March 27, 2007. <br /> <br />Mayor Gamec suggested holding an informational meeting including a presentation by staff and <br />questions from residents prior to holding the formal public hearing. He pointed out that some of <br />these lots have big assessments. The property owners will need to know the costs and sign an <br />agreement that they will continue through so that the entire City is not picl(ing up that cost. <br /> <br />Acting Chairperson Olson asl(ed if costs for these types of improvements are ever charged <br />up front. <br /> <br />City Engineer Jankowski explained an assessment hearing would be held in April with a levy <br />assessed. Following this, plans and specifications would be ordered for preparation. Property <br />owners would have 30 days from the time the assessment hearing is held to object to the special <br />assessment. If they do not object they would be responsible for their assessment. <br /> <br />Mayor Gamec noted another possibility would be to hold the public hearing followed by an <br />informal hearing for individuals to asl( questions. <br /> <br />City Engineer Jankowsl(i advised an informational meeting would be helpful; people are not as <br />intimidated in a less formal setting. Holding the informational meeting prior to the public <br />hearing on the street improvement program was very helpful. <br /> <br />Councilmember Dehen stated as a citizen he would want to lmow about the situation informally <br />in order to lmow the damage and then mal(e an informed decision, rather than feeling defensive <br />because the City moved forward. A good public policy would be to have an informal meeting <br />where people can get their questions answered, and understand the improvements and their <br />financial situation. <br /> <br />Public Works Committee / February 20, 2007 <br />Page 9 of 11 <br />
