The worl( associated with the cul- <br />de-sac improvements will be performed by the Public Works Department and be financed as a <br />portion of the street maintenance program preparatory costs. Mr. Janl(owski indicated this case <br />is for informational purposes; no action is required. <br /> <br />Case #4: <br /> <br />Review Revised Feasibility Studies for Sewer & Water Extension for 157th <br />Lane and Ramsey Boulevard <br /> <br />City Engineer Janl(owski reviewed the following chronology associated with two petitioned <br />requests for the extension of sanitary sewer and water into existing developments: <br /> <br />. On July 8, 2005 a petition was received requesting the extension of sanitary sewer and <br />water to nine properties fronting on (or near) Ramsey Boulevard. <br />. On February 14,2006 a petition was received requesting the extension of sanitary sewer <br />and water along 157th Lane from Ramsey Boulevard east to the cul-de-sac. <br />. On April 25, 2006 Council directed that feasibility studies outlining the cost and <br />assessments associated with these projects be prepared. <br />. On July 17, 2006 Bolton & Menk Inc. made a presentation to the Public W orl(s <br />Committee on both of these projects. The project areas along with the project <br />improvements and their costs were summarized. Several options for extending trunl( <br />watermain were also presented. The Public Works Committee directed that these projects <br />be discussed at a Council worl( session. <br />. On January 16, 2007 draft feasibility studies were reviewed and discussed at a Council <br />work session. Direction was provided by the Council on a number of study elements <br />which included; (a) that the connection between 157th Lane and Dolomite street be an <br />assessable project cost; (b) that determining resident support for the project be <br />determined prior to committing the City to the project costs (This will be accomplished <br />by holding the assessment hearing a minimum of 30 days prior to the authorization of the <br />project.); and (c) that the existing parcels be "ghost" platted to allow for the property <br />owners to determine the potential for the future development of their property, and for the <br />possibility of assessing on a per developable lot basis. <br /> <br />City Engineer Jankowsl(i stated although these projects have been shaped considerably by review <br />and direction of the Council, there still remains some uncertainty over a significant project <br />element, that being the location and cost of the trunl( watermain which will need to funded from <br />the utility's trunk fund. It should be noted that there is a degree of interrelatedness between these <br />two projects with regard to the trunl( watermain issue. The Committee has been provided with <br />revised feasibility reports for both of these projects. The feasibility study has been revised to <br />show three possible watermain legs, which could provide water to the 157th Lane project along <br />with the costs for each of these connections. If both projects proceed the trunl( costs for the <br />Ramsey Boulevard leg trunl( cost will be reduced by $327,227. Whether one or both of the <br />projects have favorable support for proceeding will likely determine the selection of the trunl( <br />watermain route. <br /> <br />City Engineer Janl(owsl(i indicated the schedule associated with these projects is another <br />element, which has been revised.
