corner lot he does not thinl( they would have built there; they lil(ed the privacy and that it was
closed off. Mr. Hendrickson stated there will be additional costs involved with this. They will
have to maintain the additional property and their irrigation system will have to be added onto.
There will be the cost of the extra water and the easement will have to be maintained as well. As
it stands now, the homeowners maintain the boulevard in front of their house, so he assumes it
would be the same here and they would incur the time and effort to maintain all this extra
property. Also, he has no idea what this will do to property taxes with the additional land, and
whether it will be lool(ed at as a larger lot and taxed at a higher rate.

Councilmember Dehen asl(ed if Mr. Hendricl(son does not want the extra land if this road is put
through.

Mr. Hendrickson replied he is looking at how best to maintain this. If the road goes through and
he is not getting any land or anything for it he is losing out.

Councilmember Dehen asl(ed what the dimensions of the additional land would be to these
property owners if the road is put through.

City Engineer Jankowsl(i replied there is only 60 feet needed for the right-of-way. The
Hendricl(son property would gain an additional 27 feet that would grow larger towards the back.
There would be well over 50 feet possible in the back, plus the additional 15 feet between the
property line and the bacl( of the curb.

Councilmember Olson inquired about the maintenance of the easement.

City Engineer Janl(owski replied whether or not the property belongs to the Hendricl(sons, they
will need to maintain it for it to look nice in appearance.

Chairperson Elvig pointed out 65 feet between the additional land and the easement would be a
good buffer for kicl(ing a ball, which was a main concern of Mr. Hendrickson. He suggested a
row of trees or shrubs could be planted. He asl(ed whether an easement will be needed to access
the trunk line that will run through there.

City Engineer Jankowsl(i replied the trunl( line could be run within the right-of-way.

Chairperson Elvig stated Mr. Hendricl(son has a legitimate concern regarding the additional land
he will be acquiring and the need to maintain that. Regarding the four way stop, there is
currently through traffic here, and there are increasing speeds on that road. They would not want
to use a stop sign as a traffic calming method if it is not legitimate because people will not stop.
The drawbacl( with a stop sign will be people gunning the gas and the noise.

Mr. Hendrickson commented there are people that use the road as a thru-way between CR 57 and
Highway 5 and he would lil(e to see that intersection better controlled. He stated he is a little
surprised about the additional property being 50 feet.

Public Works Committee / March 20, 2007
