<br />its MSA system. Staff would propose adding Andre Street/164th Lane, a 1.87 mile street segment <br />to the City's MSA system. This segment meets .the requirement ofbegimiing and terminating on <br />the existing system and this roadway functions as a local neighborhood collector. The street was <br />constructed in 1985, is over20 years old, and is eligible to .collect full needs. Mr. Jankowski <br />indicated it would still be necessary to revoke the mileage on portions of 142nd Avenue and <br />TraprocJ< Street to be able to accommodate this mileage addition. The City will be within 0.28 <br />miles of the maximum allowed with these modifications. Mr. Jankowski stated. staff recommends <br />adding Andrie Street from Alpine Drive to 164th l.,ane and 164th Lane from Andrie Street to <br />Jarvis Street to the City's MSA system. He noted an alternative MSA designation could be a <br />portion of Waco Street through Rivers Bend. . <br /> <br />Councilmember Dehen requested clarification that this MSA designation would not affect the <br />neighborhood asfar as widening the street. <br /> <br />Public Wo~ks Dire~tor Olson replied.that would be a separate action. for Co~ci1 to act on. It <br />. would be decided at thaHime what level to upgrade the street to. . <br />. . <br /> <br />City Engineer Jankowski explained there are certain standards that have to be met-for upgrading <br />an MSA street, but there is a lot of latitude. <br /> <br />Motion by Councilmember pehen, seconded by Councilmember Olson, to recommend to City <br />Council that Andrie Street from Alpine Drive to 164th'Lane, ~d 164th Lane from Andrie Street <br />. to Jarvis Street be added to the City's MSA $ystem. <br /> <br />Councilmember Olson commented this is the best street to designate; it is on the western edge of <br />. the City where it is really needed. . . <br /> <br />Motion carried. Voting Yes: Chairperson.Elvig, Councilmembers Dehen and Olson. Voting <br />No: None. <br /> <br />Case #7: <br /> <br />Receive Request from Green Valley Greenhouse for Drainage Improvements <br /> <br />. City Engineer Jankowski stated included in the Committee's packet is a 1.etter dated March 16, <br />2007 from Mr. John Rowe of Green Valley Greenhouse requesting the City to address a.drainage <br />issue which exists along the portion of the property fronting along CR 63, Green Valley Road. <br />IncJuded in the Committee's .packet are two photos illustrating the nature of the problem on <br />March 12, 2007 during a recent snow melt event. During the March snow melt event the Public <br />Works Department provided equipment to pump the water several hundred feet to the south to a <br />point where the water could flow by gravity to the Trott Brook. The Public Works Department <br />. has responded twice to this problem in the last five years as a similar situation occurred several <br />years ago. Mr. Jankowski stated a drainage plan had been prepared in 2006 by MFRA <br />Associates, ap engineering .consulting :firm. hired by the greenhouse. The plan has been <br />submitted to the City as documentation for a credit toward the storm water utility fee. This <br />drainage plan appears to correct the problem situation. Mr. Rowe has explained that the concern <br />expressed in his letter centered on the cost of the improvements and. whether the proposed <br />drainage system would be handling runoff coming froID: areas outside of his property;. . <br /> <br />Public Works Committee I April 17, 2007 <br />Page 10 of18 <br />
