There is parking on a daily basis there, primarily at school pick up times on both sides of the road for a relatively short period of time right.af!er school. The more serious issues occur when there are large school events with parking all day that extends down the entire block. CounCilmember Dehen clarified that the parking is a problem for these residents four times per year, and during those events staff is recommending posting wooden "No Parking" signs on one . side of the road. Motion by Councilmember Dehen, seconded by Councilmember Olson, to recommend to City Council that parking be restricted on one side of l50th Lane and Helium Street, if necessary, during special schpol events only, utilizing temporary"No Parking" signage under the authority established in section 6.03 of City Code. . Case #6: Reconsideration of 2007 MSA Mileage Additions City Engineer Jankowski reviewed that at the February 13, 2007 Committee meeting staff presented a case related to designating additional mileage to the City's Municipal State Aid (MSA) system which proposed adding 173rd Avenue (County Highway 63) between Armstrong Blvd and Variolite Street to the City'sMSA system, a distance of 2.0 miles. Mr. Jankowski explained to have available this amount of mileage to add to the system it would be necessary to remove 0,45 miles from the current system. This mileage would become available by revoking the MSA designations on. portions of 142nd Avenue and Traprock Street since this route runs through what is now planned to be a regional CoUnty Park. Mr. Jankowski expl$ed while this. plan would serve to maximize the amount of mileage on the City's MSA system, staff has become aware that because of the impending turnback of this segment of roadway by Anoka County to the City of Ramsey,. it would be more advantageous to the City to wait until this roadway is turned back by the County prior to designating this mileage on the system. This stems from the fact that as a turnback, the needs on this portion of roadway' would be in addition to the . total 20% limitation of the City's system inileage. City Engineer Jankowski advised it would be prudent to designate some alternate mileage in 2007 to maximize the designated mileage as closely as possible to the allowable limit. With the construction of2.96 miles of new roadway in 2006 the' ~ity has the potential to add 1.55 miles to Public Works Committee I April 17, 20~7 Page 9.of18
