He stated at <br />. this lloint the City is missing a key person he talked to. <br /> <br />Chairperson Elvig suggested the abstracts and the Asmussens' concerns regarding the drainage <br />and utility easement be reviewed by the City Attorney. <br /> <br />Mr. Steven Liekhus, 15000 Helium Street NW, stated he is stuck with a $35,000 assessment on <br />one buildable lot .due to his decision on how he wanted his house to sit. His house sits over both <br />lot lines. and his garage is on thece~ter line. The way the lots were laid out there was no way to <br />put the stYle of house he wanted without evaporating the lot line, so he made two buildable lots <br />with one that was still able to be sold. He has water and sewer stubbed out the front of his house <br />for the time when it would be available. .He stated.a $35,000 assessment takes him right out of <br />the picture. The last time he was here he. said there has to be a deal on the table that he cannot . <br />walk away from, and he qan walk away from this one. <br /> <br />Public Works Director Olson asked if the previous feasibility study would be adeal Mr. Liekhus <br />would be willing toentertain.:. . . <br /> <br />Mr.' Liekhus replied he would think about it. His youngest daughter is a freshman in college, he' <br />will be retiring, andat that time he will be out of here. At this point there has to be a decent <br />'number to make this work. <br /> <br />Mr. Murphy expressed' a willingness to consider spending more on. his assessments. to lower the <br />cost to Mr. Liekhus due to the immediate' development aspect he would have. He pointed out <br />this would also help the City.recoup some ofthe cost sooner. <br /> <br />Public Works Director Olson suggested.the possibility of minimizing the project to the eastarea <br />and continuing to the cul-de-sac of I 50th Lane. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Olson to direct staff to revise the <br />feasibility study with the following options: 1) Encapsulate Helium Street coming south from <br />the Meadowst heading north one lot, an~ continuing south 3;I1d east to the cul-de-sac of 150th <br />Lane for sewer and water and road improvements; 2) Option #1 with road improvements from <br />CR 5 to the abutting lot line; 3)' Cost share for sewer and water improvements on the.stub of <br />150th Lane.. . <br /> <br />Motion carried. . Voting Yes: Chairperson Elvig, Cowicilmembers Olson. and Dehen. Voting <br />No: None. <br /> <br />Case #5: <br /> <br />Consider Restricting Parking on One Side of Pondvale Streets <br /> <br />City Engineer Jankowski stated it is staffs recommendation on this case that parking be <br />restricted on one side of 150th Lane, and Helium Street if necessary, during special school events <br />onlYt utilizing temporary ''No Parking" signage under the authority established in section 6.03.15 <br />of City Code. .
