CASE # l/

CONSIDER POLICY REGARDING
LINED POND MAINTENANCE RESPONSIBILITIES
By: Steven Jankowski, City Engineer

Background:

The utilization of storm water ponds has evolved into a basic element of subdivision
design. Many of the storm water ponds constructed within the City are constructed below
the water table making them normally wet ponds which provides an aesthetic benefit to
the subdivision. For those ponds which cannot be constructed into the water table there is
an increasing desire to achieve the aesthetic function of open surface water by installing
an impermeable lining for ponds which would otherwise be dry as a result of percolation
through the sandy soils.

This topic was discussed by the Public Works Committee on May 15, 2007 and it was
recommended by the City Council that a policy be prepared and adopted. The purpose of
this case is to translate the direction offered by City Council on this issue into the
attached policy.

Recommendation:

Staff recommends that the attached Policy on the Construction and Maintenance of Lined
Ponds be adopted.

Action:

Motion to recommend to City Council that the Policy on the Construction and
Maintenance of Lined Ponds be adopted.

Reviewed By:
Director of Public Works/Principal City Engineer
Engineering Technician IV

PW: 06/19/07

13
