<br />::l- <br /> <br />-- <br /> <br />CITY COUNCIL WORK SESSION <br /> <br /> <br />Topic Report: Sunfish Lake Boulevard Reconstruction <br /> <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The Ramsey Town Center AUAR identified area roadways that would need to be upgraded. Sunfish <br />Lake Boulevard was one of the roadways slated for upgrading due to the existing level of service and <br />safety of the signal at Trunk Highway 10. Anoka County is the lead agency on this project, the city is <br />participating financially. Construction is scheduled for the summer of2008. <br /> <br />Sunfish Lake Boulevard provides access to numerous businesses and the industrial areas along . <br />McKinley Street. The proposed design includes the installation of a solid median from the BNSF <br />tracks south to TH 10 and from the tracks north to the end of the project (1000 ft. north of the railroad <br />tracks). Closing the median south of the tracks will eliminate north bound access to the Sunfish <br />Express/ Sunfish Commons area and access to southbound lanes from Plants and Things. Closing the <br />median north of the tracks will prevent traffic from crossing Sunfish Lake Boulevard at McKinley <br />Street. This will impact the industrial areas on both sides of Sunfish Lake Boulevard. The County's <br />rationale for closing the medians is their Access Management Policy. The policy has recommended <br />spacing guidelines for traffic signals, un-signalized intersections and right in! right out accesses for <br />their county roads. <br /> <br />The business owners in the area were invited to an Open House held at the Municipal Center in April. <br />The meeting was well attended. The comments received generally were focused on the negative <br />impact closing the median would have on businesses. <br /> <br />Anoka County officials will be present at the work session to discuss the project with the city council <br />and the comments from the business community regarding the proposed design. <br /> <br />Attachments: <br />Comments received during and after Open House. <br /> <br />Action Statement: <br /> <br />Based on Discussion <br /> <br />CCWS: 6-26-07 <br />
