No.: <br /> <br />Routing: <br /> <br />From: Joe Weaver <br />Date: June 18, 2007 <br /> <br />The following summarizes the public comments that were received in response to the information provided <br />at the April 19, 2007 public meeting. . <br /> <br />COMMENT: Reconstruction of CSAH 57 should include a median opening between TH 10 and the railroad <br />crossing to supply full access to the westerly businesses. <br /> <br />RESPONSE: Defined by the Metropolitan Council as an A-Minor Arterial Expander Highway, <br />County State Aid Highway (eSAH) 57 has mobility rather than land access as its primary purpose. <br />To maintain sufficient mobility and implement consistent mobility standards for given roadway <br />classifications and speeds, Anoka County has adopted access spacing standards. These standards call <br />for an A-minor arterial roadwaywith a posted speed between 40-45 mph to have full-movement <br />public intersections at a 1/4 mile (1320') spacing. Providing a median opening at the Sunfish <br />Commons entrance (a private entrance located less than 500' from TH 10) would not meet the <br />minimum spacing standard, nor would it meet the County's criteria of adding only public median <br />openings. A full-access intersection at this location would compromise traffic safety and capacity. <br /> <br />With no left turn or through-movements exiting Sunfish Commons, the new access will be designed <br />to channel exiting vehicles onto southbound CSAH 57. This geometry will deter exiting drivers from <br />attempting to (illegally) turn left and pass through the median opening at the railroad crossing or <br />jumping the median to get into the northbound lanes. <br /> <br />The protected northbound left turn lane that has been suggested would require increasing the overall <br />width of the proposed pavements section, which would increase impacts to adjacent properties and <br />likely could not be constructed with adequate capacity to avoid vehicles periodically spilling out into <br />the northbound through lane. <br /> <br />With the addition of the raised median, Anoka COlmty will rely on drivers to adjust their travel <br />patterns in recognition that left turn movements will no longer be possible. For example, northbound <br />left turns into the Sunfish Commons will now be required to proceed north of the entrance and make <br />a legal V-turn at the next roadway intersection. While traffic exiting Slmfish Commons bound for TH <br />10 or south on Sunfish Lake Boulevard will not require a new route, outbound traffic headed north <br />will need to travel south to TH 10 and either go east or west to an alternate nOlihbound roadway such <br />as Ramsey Boulevard or Thurston Avenue. Although southbound-to-northbOlmd U-turns will not be <br />prohibited, the CSAH 57/TH 10 intersection's geometry will only accommodate U-turns by a <br />passenger vehicle. <br /> <br />An Employee Owned Company Promoting Affirm,1tive Action and Equal Opportunity <br />
