CASE #: I I
REQUEST FOR PRELIMINARY PLAT APPROVAL OF BRIDGEWATER;
CASE OF CBR DEVELOPMENT
By: Breanne Dalnes, Associate Planner
Background:
Tom Rollings submitted a preliminary plat application to develop 5 single family lots on an
approximately l .5 net acre parcel located generally on the east side of Nowthen Boulevard, north
of Sunwood Drive, at 14765 Nowthen Boulevard. .
The following items are. enclosed for your information:
a) Site location map
b) Preliminary Plat
c) Preliminary engineering plans
d) Building elevations
e) Planning Commission minutes from June 7, 2007
f) City Staff review letter dated June 1, 2007 (Planning Commission)
g) Proposed Findings
Notification:
In accordance with City Code, Staff attempted to notify property owners within 700 feet of the
subject property for the public hearing at the Planning Commission on June 7, 2007.
Observations:
The applicant is seeking to develop a 1.5 net acre parcel on Nowthen Boulevard with 5 single
family lots. The property is currently zoned R -1 Residential and is guided low density residential
by the Comprehensive Plan. A rezoning to planned- unit - development is being processed in
conjunction with this plat.
The maximum density in the R -1 Residential (MUSA) district is 3 units per net acre. The plat is
proposing 3.3 units per acre, which exceeds the maximum. Also, the proposed plat does not meet
all setback requirements set forth in the R -1 district, resulting in a minor deviation to two front
yard setbacks. Lastly, 3 of the 5 lots are deficient of the lot width requirement of 80 feet at
building setback line (for cul -de -sac lots). Thus, the applicant is requesting a rezoning to
planned- unit - development to accommodate these deficiencies on a challenging site.
Access is proposed to be gained from Nowthen Boulevard (CSAH 5), which is a County road,
and a cul -de -sac, which is proposed to be a City street. It is anticipated that the County will
express concern over the access spacing from Sunwood Drive. The proposed cul -de -sac does not
meet the right -of -way radius requirements of 60 feet.
There is uncertainty with the grading and drainage plans for the proposed development. Also,
revisions have been requested to the landscaping plans for the site.
—265—
