Preliminary Plat Review: CBR Development <br />June 1, 2007 <br />Page 2 of 4 <br />Lots 1 and 5 propose a reduced front yard setback to 25 feet. Please revise the plat to reflect the <br />required setbacks. All other setback regulations conform. <br />Architectural Standards: There are no specific architectural requirements for single - family <br />developments. However, elevations have been submitted, and propose to provide single -level <br />homes with two -car garages and front porches. <br />Landscaping: The following comments are offered regarding the landscaping plan, dated April <br />24, 2007: <br />• A minimum of twenty -five percent (25 %) of the plantings must be conifers (none are <br />shown on the plan). <br />• Trees should be planted at a depth such that the root flare is at finished grade. <br />• Trees should be installed in the front yards of the lots; trees on lots 2 and 3 should be <br />relocated. <br />• Some consideration should be given to additional plantings along County Road 5 to <br />provide some buffering against noise, dust, and headlight glare generated by traffic. <br />A revised landscaping plan must be submitted. <br />Tree Preservation: A tree preservation plan was not submitted and the inventory needs to <br />provide additional information including species, size, condition and whether trees are to be <br />preserved or removed. Also, tree save fencing must be shown on the plan for all trees being <br />preserved. In the field, tree save fencing must be installed at the dripline of individual trees or <br />groups of trees and must be in place prior to any construction activity. <br />Grading and Drainage: A preliminary grading plan has been prepared by Martin Campion of <br />Otto Engineering. Staff has reviewed this plan and offers the following comments: <br />• Topographic contours should be extended 100 feet beyond the boundaries of the plat. <br />• The type, size, invert, and rim elevations of all storm sewers should be added to the <br />grading plan. <br />• A table specifying house type, garage elevation, lowest opening elevation, street <br />centerline grade, and 100 year flood elevation for riparian lots. <br />• Front and back yard slopes must be added to the. plan. <br />• The grading plan should contain normal and 100 year elevation for the ponding area and <br />also emergency overflow elevations showing the overland runoff elevation. <br />• Silt fence should be extended around the entire project grading site. <br />• A trail needs to be incorporated into the grading plan design. This trail is normally <br />required to be within the boundaries of the platted development. <br />• There is not enough detail presented to determine where lots 4 and 5 drain. They appear <br />to drain onto the lots to the east and south. Consideration should be providing yard drains <br />to the ponding area to prevent drainage onto adjacent properties. <br />—274— <br />
