CASE # I a <br />REQUEST FOR SITE PLAN REVIEW OF <br />TERRACE HILL APARTMENTS; <br />CASE OF TRIDENT DEVELOPMENT, LLC <br />By: Breanne Dalnes, Associate Planner <br />Background: <br />On May 7 2007, the City received an application from Trident Development, LLC to develop a <br />63 -unit apartment building on the property legally described as Lot 1, Block 1, The Ponds of <br />Ramsey, generally located on Dysprosium Street, west of CSAH 5 and the Ramsey water tower <br />property. <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Site plan and Landscape Plan <br />C) Engineering Plans <br />d) Building and garage elevations <br />e) Notification List for site plan <br />f) Project description <br />g) Conclusion and Recommendations Section — <br />Ramsey Workforce and Senior <br />Housing Study, Maxfield Research, April, 2006 <br />h) Letter from Anoka County Highway Dept. dated June 18, 2007 <br />i) Planning Commission minutes dated June 7, 2007 <br />j) City Staff review letter dated May 31, 2007, revised June 22, 2007 <br />k) Draft Development Permit <br />Notification: <br />Site Plans do not require a public hearing, but the City attempted to notify property owners <br />within 700 feet of the subject property for the Planning Commission meeting on June 7, 2007. <br />Observations: <br />Trident Development, LLC has submitted a site plan application to develop a 63 -unit, general <br />occupancy apartment building on an existing property located in the Ponds of Ramsey. The <br />property is approximately 4.5 acres in size and is zoned R -3 High Density housing. The property <br />was rezoned in 2003 as part of the overall development plan for the Ponds of Ramsey. The <br />original development plan proposed an 80 -unit senior building on the site, but no site plan <br />application was made for this project. <br />Within the R -3 district, a maximum of 15 units per acre is permitted, and the proposed site plan <br />indicates on overall density of 14.9 units per acre. The site plan meets all setback, site design, lot <br />coverage, and minimum floor area requirements. <br />—279— <br />
