We have reviewed the proposed plans for the Terrace Hill Apartments <br />and offer the following comments: <br />1) As we discussed with the City and the developers at our meeting on May 2, 2007, our <br />primary concerns are related to the future alignment of TH 47 in this vicinity. The <br />County, MnDOT, the cities of Ramsey, Anoka and Burns Township have all been <br />working on a future alignment for this corridor. Please see Exhibit A attached. <br />a. One of the primary alignments under consideration would redirect TH 47 along <br />the alignment of Dysprosium adjacent to this property. The alignment is 120 ft. <br />wide. <br />b. Shifting the alignment to the east impacts the existing property to the east, <br />encroaching upon its parking lot and leaving little room for the proposed cul -de- <br />sac providing alternate access to the site with this alignment alternative. <br />c. Removing the cul -de -sac does not provide enough additional space to adjust the <br />proposed TH 47 alignment any farther away from the Terrace Hill project. <br />d. We reviewed the suggestion to reduce the separation between the proposed <br />frontage road the proposed TH 47 alignment. The 50 ft. separation between the <br />frontage road and the proposed TH 47 alignment at 142 Avenue represents a <br />minimum design requirement for both stacking on the frontage road and the <br />Affirmative Action / Equal Opportunity Employer —303— <br />
