Commissioner Brauer indicated the Commission would likely recommend that Trident <br />Development and staff work this out so that the plan meets the requirements, and the <br />recommendation would be that it be done in such a way that the density transitioning is <br />adequate on all sides of the building, rather than just the south. <br />Mr. Fink stated Trident Development is excited to be part of the City of Ramsey. They <br />are looking to stay on track with this project. There are close to $800,000 in permit fees <br />being generated from this project, and $70,000 of real estate taxes annually from this <br />project. They have done what they can to accommodate the TH 47 alignment. They are <br />excited about being part of Ramsey and look forward to approval and moving on to the <br />City Council at the end of the month. <br />Motion by Commissioner Levine, seconded by Commissioner Trites Rolle, to <br />recommend that City Council approve the site plan of Terrace Hill Apartments; Case of <br />Trident Development LLC, contingent upon compliance with the City Staff Review <br />Letter dated May 31, 2007, and contingent upon verification that the revised site plan <br />complies with the density transitioning ordinance, particularly in the northwest corner, <br />and to the extent possible to modify the landscaping plan to relocate additional plantings <br />within the site plan to the northwest corner, and with the above requirements contingent <br />on the final grading plan. <br />Further discussion: Chairperson Nixt stated the retention pond will be prominent and <br />there is a lot of traffic on Dysprosium Street. He would like to see it landscaped <br />properly, with the landscape plan including an evaluation of appropriate irrigation <br />adjacent to the retention pond, and possibly into a portion of the pond. City Engineer <br />Jankowski suggested landscaping could be included somewhat down the slope of the <br />pond. Chairperson Nixt agreed. He stated he would not want a large open space that will <br />be continuously dry except for the growth of noxious weeds that will infiltrate it. Mr. <br />Fink stated Trident Development has a lot of pride in the properties they develop and <br />they realize part of their appeal comes from drive by traffic. They want the curb appeal <br />of this site, including the pond, to be pleasant. It would be natural for them to sod at least <br />around the edge of the pond and have that mowed and irrigated. Chairperson Nixt <br />suggested adding this as a condition of the motion. <br />The motion on the floor was amended as follows: <br />To recommend that City Council approve the site plan of Terrace Hill Apartments; Case <br />of Trident Development LLC, contingent upon compliance with the City Staff Review <br />Letter dated May 31, 2007, and contingent upon verification that the revised site plan <br />complies with the density transitioning ordinance, particularly in the northwest corner, <br />and to the extent possible to modify the landscaping plan to relocate additional plantings <br />within the site plan to the northwest corner, that the landscape plan include landscaping <br />and irrigation into the stormwater retention pond, and with the above requirements <br />contingent on the final grading plan. <br />—313— <br />
