Terrace Hill Apartments
Site Plan Review
May 31, 2007
Revised June 22, 2007
The proposed plans appear to meet all minimum unit square footage requirements.
Off Street Parking: Within the R -3 zoning district, 2.5 spaces per unit are required, and
one per unit must be enclosed. The site plan proposes 163 parking stalls, which is
approximately 2.6 spaces per unit total. A total of 63 parking spaces will be
accommodated in an enclosed area. Detached garages will house 37 spaces, and 26
spaces will be located in the building, at grade. The remainder of the parking stalls will
be accommodated in a surface parking lot in the front of the building.
Building Height: City Code restrict building height to 45 feet for multi - family buildings
with the R -3 district. The proposed structure is approximately 43 feet in height.
Architectural Standards: The building is proposed to be an L- shaped, 3 -story building;
one story will be utilized for tuck -under garages and will accommodate 26 spaces.
City Code requires specific architectural elements to be provided in the R -3 Residential
District. The purpose of such requirements is to encourage the development of hig-
quality, diverse structures in the City while permitting flexibility in the development
process. The following elements are required, in reference to the front facade of the
building:
1) A minimum of 35 % face brick, natural stone, or stucco shall be used. It appears
as though the building conforms with this requirements.
2) A minimum of three colors shall be used for each building. Please submit a color
rendering of the building for verification of compliance with this requirement.
3) All buildings shall include at least two significant architectural elements. The
submitted rendering indicates the addition of porches, a cantilevered facade, and
window treatments.
The building elevations submitted appear to meet the City Code requirements for the R -3
Residential District. However, the City Council has expressed concern regarding the
architecture proposed. The massing of the building was a point of concern. Staff is
suggesting emphasizing the cantilevers in the facade and adding roof pitch variation to
contribute to the reduction in the massive "feel" of the structure and garages.
Sidewalks and Trails: There is an existing trail along the western and southern edge of
the parcel. The submitted site plan appears to provide a link from the building to the trails
via a bituminous trail connection.
Streets and Access: The site plan proposes to access the site from Dysprosium Street at
a point directly opposite the entrance to the Savanna Oaks apartment building. This
access point is acceptable to the City. The City is currently participating in a study to
determine the future location of TH 47, which has identified a section of Dysprosium
Street which runs through the eastern portion of this property as one alternative to be
MCUM
