Although the exact alignment of future TH 47 through this site is not <br />precisely known, the site has been redesigned such that the building would reasonably be <br />outside the TH 47 right of way and would meet standard zoning setbacks. A future access <br />could be relocated onto CSAH 5 by relocating the access through the water tower site. A <br />letter dated June 18, 2007 has been received from the Anoka County Highway <br />Department concurring with staff recommendation to adjust this site plan to conform with <br />planning efforts to accommodate the future alignment of TH 47. <br />Traffic Generation Analysis: A traffic generation analysis was prepared for this site as a <br />part of the ponds subdivision development which included the traffic to be generated <br />from this development. <br />Grading and Drainage: A drainage and grading plan has been prepared which <br />anticipates the rerouting of TH 47 down Dysprosium Street. The existing detention pond <br />which was sized for this facility under the original Ponds subdivision has been segmented <br />into two ponds; the west pond has been partially filled and a newly created east pond. <br />These modifications were necessary as result of the desire to avoid conflict with the <br />future TH 47 occurring down Dysprosium Street. Staff finds this grading plan top be <br />acceptable. A permit for this project will need to be obtained from the Lower Rum River <br />Water Management Organization. <br />Utilities: Sewer and water utilities are currently available to service this property from <br />the Ponds on the west side of the property. <br />Fire Suppression Considerations: A 15 -foot fire lane has been provided for fire access <br />to this site. Additionally, the building will be required to be sprinkled. <br />Tree Preservation: The majority of this site is devoid of existing tree cover; however, <br />along the southern boundary (adjacent to the existing Tr ), there e fen e a couple of f groups <br />o oak trees and undergrowth the will be presery ed. <br />at the dripline of individual trees or groups of trees and shall be in place prior to any, <br />construction activity and must remain in tact and in place throughout the construction <br />process.. The location of tree save fencing must be indicated on both the landscaping /tree <br />preservation plan as well as the grading plan. <br />Landscaping: A revised landscaping plan, dated June 7, 2007, has been submitted. The <br />revised plan exceeds the minimum canopy cover square footage required by City Code <br />and meets or exceeds all other landscaping requirements. One concern raised by the <br />Planning Commission regarded the aesthetics of the stormwater retention pond adjacent <br />to Dysprosium St. As discussed, sod and irrigation should be installed up to and just over <br />the lip of the pond to enhance its appearance. <br />Density Transitioning: Density transitioning is required along a portion of the southern <br />property line to provide a buffer between the proposed development and the existing <br />—317— <br />
