5. Application of Abatement Program <br />• Complaint -based or proactive. <br />• If complaint- based, can City Staff initiate a complaint? <br />• Applicable to Residential, Commercial, Industrial parcels. <br />Funding: <br />Budgeting for abatement activity is necessary to cover abatement costs until the City is <br />reimbursed by the property owner, which may take years if the costs are certified to the property <br />taxes as a special assessment. The 2007 budget includes no funds for abatement activity. If the <br />abatement program is implemented, $20,000 will be proposed for the 2008 budget. No <br />additional staff would be required for 2008. <br />Recommendation: <br />City Council should review the proposed ordinance and provide City Staff with direction <br />regarding the list of issues raised regarding implementation of an abatement program. <br />Council Action: <br />Will be based on your discussion. <br />Review Checklist: <br />Interim City Administrator <br />Police Chief <br />Associate Planners <br />Community Development Director <br />Environmental Coordinator <br />City Attorney <br />CC: 06.26.07 <br />—327— <br />
