ORDINANCE #07- CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN AMENDMENT TO CHAPTER 5 WHICH IS KNOWN AS THE MUNICIPAL REGULATIONS CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. AN ORDINANCE ADDING SECTION 5.19 (ABATEMENT OF PUBLIC NUISANCES AND OTHER CITY CODE VIOLATIONS) TO THE CITY CODE. The City of Ramsey ordains: SECTION 1. AUTHORITY This ordinance is adopted pursuant to and under the authority of the charter of the City of Ramsey. SECTON 2. AMENDMENTS Section 5.19 (Abatement Of Public Nuisances) shall be added to Chapter 5 (Municipal Regulations) of the City Code and shall read as follows: 5.19 Abatement Of Public Nuisances and other City Code Violations 5.19.01 Intent. Subd. 1. General. The City Council of the City of Ramsey has determined that the health, safety, good order, general welfare, and convenience of the public is threatened by certain public nuisances on property within the City limits. It is declared to be the intention of the Council to abate these nuisances, and this Section is enacted for that purpose. Subd. 2. Application. This Section shall apply to the abatement of all public nuisances and other violations as defined anywhere within the City Code unless another procedure is specifically provided. 5.19.02 Subd. 1. Hearing Examiner. a. Position Created. The position of Hearing Examiner is hereby created. The City Administrator or his/her designee may, at their discretion and with approval of the City. Council, contract with third parties for the furnishing of all services of the Hearing Examiner as contained in this Section and set the rate of compensation therefore. b. Duties of Hearing Examiner. The Hearing Examiner shall have the following duties: 1. Set dates and hear all contested cases following appeals of orders of the City Administrator or his/her designee. 2. Take testimony from all interested parties. —328—
