Economic Development Coordinator Sullivan stated he had this exact discussion with the
business owner. The extent of the outside storage would be one or two flatbed trailers for
moving. The owner cannot let any machinery be stored outside due to liability. The lot is
somewhat limited and his operation will allow for trucks to drive in one side and out the other,
which is the reason for the turn around space.

Councilmember Elvig asked if there is any language that restricts storage or any type of controls
regarding long-term outside storage.

Assistant Community Development Director Frolik indicated outside storage is an accessory use
in the Employment District and is addressed in the development agreement.

City Attorney Goodrich advised the City is selling this property and can place restrictions on the
deed.

Councilmember Elvig indicated his concern is getting into conditions similar to what they are
trying to abate in other areas of the City.

City Attorney Goodrich advised the restriction could be added subject to the business owner's
acceptance.

Councilmember Elvig suggested staff look into this and make a proposal.

Mayor Gamec stated the main thing was to get everything inside. The company currently
operates out of two buildings in Anoka, and they are looking to get everything inside so it is
covered and protected. Some of the equipment this company moves is expensive.

Mr. Dennis Sharp, Sharp and Associates, stated the biggest reason for the large area in the back
is that the business hauls some very heavy equipment on long flatbeds. The interior structure is
being designed to hold an 80-ton crane. With a flatbed and a 5th wheel if some of the equipment
is kiddy-whompus they will not be able to get the machines indoors. The reason for that area is
to be able to pull in and make a big circle without getting the truck jackknifed and tipping a load.

Councilmember Elvig asked if there will be a new agreement if this property changes hands.

Economic Development Coordinator Sullivan replied this agreement allows the business to
operate within five years of the development agreement. If tl;1e development agreement is
transferred, and with that the tax increment financing, the City needs to approve that. At that
point they would review with the operator what is required.

Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to grant approval of the
proposed site plan contingent upon compliance with City Staff Review Letter dated June 1, 2007.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look,
Olson, and Strommen. Voting No: None.

City Council /June 26, 2007
