The site <br />plan is proposing to construct a 40,920 square foot office/warehouse facility on Lot 1, Block 1 of <br />Ebony Addition. The subject property is 4.82 acres in size and is zoned E-2 Employment; the <br />proposed building is a permitted use in this district. The site plan complies with the front yard, <br />rear yard, and side yard setbacks established in the E-2 Employment District. Lot coverage has <br />been calculated at 19%, which is under the 40% maximum lot coverage restriction established in <br />City Code. The site will derive access from Ebony and McKinley Streets. The off-street parking <br />and maneuvering areas will be surfaced with bituminous paving and finished with concrete <br />curbing. The site plan is proposing sufficient parking stalls. Mr. Gladhill stated the proposed <br />precast panel material on the exterior walls is permitted in the E-2 Employment District. The <br />grading and drainage plan is generally acceptable with the revisions outlined in the City Staff <br />Review Letter. The landscaping plan is generally acceptable in accordance with the revisions <br />outlined in the City Staff Review Letter. Mr. Gladhill indicated that Mr. Dennis Sharp is present <br />to represent the applicant tonight if there are any specific comments regarding the site plan. <br /> <br />Councilmember Elvig noted there is a case later tonight about abatement and controls of the <br />Council, and how they can clean up some of the problem areas in the community. In the <br />Industrial Park in Anoka there are strong controls on outdoor storage. He noted this site plan <br />includes a parking area that is far larger than what is required for parking, and is obviously for <br />moving trucks in and out. He would guess that this area will be used for short-term storage <br />rigging, which could turn into long-term storage rigging. He requested further information about <br />buffering and conditions that are in place to minimize things that are seen as unsightly in other <br />areas of the City and what this could become. <br /> <br />Management Intern Gladhill indicated he is not aware of the intentions with the heavier <br />equipment. There are some interior docks. Most of this site will be warehouse space and a small <br />portion is office space. Outdoor storage would need to be screened. <br /> <br />Assistant Community Development Director Frolik indicated in the Employment District there is <br />a restriction per lot regarding the amount of outdoor storage allowed.
