<br />Assistant Community Development Director Frolik explained there was a park and trail <br />agreement entered into with the master developer and that master development agreement is in <br />default at this time. It is currently an open ended item that would need to be addressed. <br /> <br />Councilmember Dehen questioned what work has been done to explore the options. <br /> <br />Community Development Director Trudgeon indicated staff would like to bring this topic <br />forward to the Council for discussion. One option would be to look at the obligation that exists <br />and charge it to this project. Another option would be to look at the land that is supposed to be <br />deeded to the City and see if there is a credit that could be worked out. There are a couple of <br />other options that staff is flushing out. Part of the problem is the City does not have the parkland <br />in hand, and until they get the parkland the options are limited as to what they can do with this. <br />This also affects Crest View and other forthcoming projects. Staff looks at this as a serious <br />situation to address. At this point there is no firm recommendation for the Council; however, by <br />the time this comes back for final site plan there will need to be a final resolution. This topic is <br />planned to be scheduled for a work session in the future. <br /> <br />Mayor Gamec suggested the motion include a statement that the park and trail fees will be <br />addressed at final plat. <br /> <br />Community Development Director Trudgeon indicated this is included in the Staff Review <br />Letter. <br /> <br />Councilmember Elvig stated he is happy with this, and that the County believes in Ramsey's <br />project enough to move this here. This is a delightful looking building, and it certainly helps <br />raise the bar of what they are trying to do in the City. There are issues to work out and a possible <br />letter of credit could resolve some of this. There are some things to be worked out on the private <br />side. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to approve the <br />preliminary site plan contingent upon compliance with the City Staff Review Letter dated June <br />21,2007. <br /> <br />Motion carried. Voting.Y es: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey, <br />Look, and Strommen. Voting No: None. <br /> <br />Mayor Gamec welcomed the Anoka County Medical Examiners Facility to the City of Ramsey <br />and invited Dr. Amatuzio to speak about the facility. <br /> <br />Dr. Amatuzio, Anoka County Medical Examiner, stated she is delighted to be part of this new, <br />growing and vibrant community. This facility will last for many years and it sets the bar; it is a <br />standard of excellence. She would like to compliment the architects; this facility will be one of <br />the finest in the five state area. <br /> <br />City Council / June 26, 2007 <br />Page 11 of 38 <br />
