<br />Case #7: <br /> <br />Request for Amended Conditional Use Permit for Armstrong Kennels; Case <br />of Charles Delaney <br /> <br />Assistant Community Development Director Frolik stated Armstrong Kennels is located at 8504 <br />161 st Avenue, just west of Armstrong Boulevard. The property is zoned R -1 Residential. In <br />1990, the City issued a Conditional Use Permit (CUP) to the Delaneys to allow an additional <br />residential structure and to formally recognize the multiple uses that have historically existed on <br />the property. The Delaneys wish to build a 1,200 square foot metal pole barn to be used for <br />storage of equipment on their property, which requires an amendment to their CUP. The <br />building will be located several hundred feet from any adjacent property lines. With the new <br />building, a total of 13,768 square feet of accessory buildings would be in place on the property. <br />For comparison, City Code allows 12,000 square feet of accessory building space per 40 acre <br />residential parcel; The Delaneys' property is approximately 80 acres in size. Ms. Frolik advised <br />the new Conditional Use Permit would replace the permit issued in 1990. All of the applicable <br />terms from 1990 have been carried over into the new permit. The Planning Commission <br />conducted a public hearing on the request and recommended approval. <br /> <br />Mr. Chuck Delaney, applicant, thanked the Council. He stated he usually comes once per year to <br />report about Game Fair and the kennel business. This year is special for he and his wife; they <br />will have their largest show ever for Game Fair with over 300 exhibitors. They have people <br />coming from just about every state in the Union as exhibitors. They get attention from the five <br />state area, including North and South Dakota, Wisconsin, Iowa and Minnesota, as well as <br />Canada. They need to build this building for a little storage for one part of their land; they have <br />30 acres ofland with 336 square feet of building. They want a 1,200 square foot storage area for <br />their equipment that they have had under tarps and canvases. At this time they need to improve <br />their facility. Mr. Delaney stated some of the major exhibitors at Game Fair are all the major <br />players in the sporting goods world that are sponsors, and they have over 25 sportsman clubs. <br />With the money they spend advertising the fair, the kennel business and the City of Ramsey, they <br />are proud of it and hope the City Council is proud of what they do. It is a family affair with no <br />alcoholic beverages. They cooperate with the Ramsey Police Department and everything is by <br />code and is checked out by the Fire Department. Everyone in the City of Ramsey is invited to <br />attend. <br /> <br />Mayor Gamec stated Game Fair has grown quite a bit. The atmosphere IS great, it is an <br />outstanding event, and a great group of people. <br /> <br />Mr. Delaney stated they have not had any difficulties at the event. There were a couple of car <br />accidents on Armstrong Boulevard, but they have them without the fair. They want to do the <br />best they can and show the best of their facility to the public, and they invite everyone to come. <br /> <br />Councilmember Elvig commented one of the things he noted on this is how well screened the <br />entire property is, and that it is somewhat well contained. The Planning Commission discussed <br />anomalies on how the property was divided that made it more cumbersome to get the accessory <br />structures.
