<br />Motion by Councilmember Elvig, seconded by Councilmember Look, to adopt Resolution #07- <br />06-151 to adopt findings of fact #0796 relating to the request for an amendment Conditional Use <br />Permit for Armstrong Kennels. <br /> <br />Councilmember Elvig stated he is delighted with Mr. Delaney's fair and is happy he has <br />continued to do it. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Look, Dehen, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #07- <br />06-152 to approve the request for an amendment to the Armstrong Kennels Conditional.use <br />Permit, based on findings of fact. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #8: <br /> <br />Request for a Conditional Use Permit to Exceed the Total Amount of <br />Accessory Structure Square Footage: Case of Jeffrey Sigler <br /> <br />Associate Planner Daines stated the applicant, Mr. Jeff Sigler, has requested an amendment to an <br />existing Conditional Use Permit (CUP) to increase the overage for accessory structure square <br />footage at the property located at 17151 Baugh Street NW. The original CUP granted in 1999 <br />allows Mr. Sigler to maintain a total of 7,240 square feet of accessory structure space, which <br />resulted in an overage of 2,140 square feet. Since 1999, accessory space maximums have <br />increased slightly; therefore, Mr. Sigler's property has a current overage of 1,404 square feet. <br />Mr. Sigler is requesting an amendment to the existing CUP to allow for the construction of a <br />9,840 square-foot addition to his existing 5,100 square foot riding arena. In addition to the riding <br />arena the subject property has aI, 1 04 square foot attached garage and a 1,200 square foot horse <br />stable, for a total of 7,404 square feet of accessory space. Additionally, there is a very <br />substantial green house on the property, estimated to be approximately 2,500 square feet. <br />Because the green house is temporary in nature, it does not factor into the total allowable <br />accessory structure square footage. <br /> <br />Associate Planner Daines advised staff is concerned that granting the request to construct an <br />additional 9,840 square feet of accessory structure space will negatively impact the surrounding <br />properties and the residential nature of the neighborhood. While the site is bordered by street on <br />three sides, it is situated on the edge of a residential neighborhood. Despite the assertion that the <br />applicant is not conducting any type of business from the property at this time, the construction <br />of a total of 17,244 square feet of garage space significantly increases the likelihood that <br />business will be conducted in these buildings in the future. Therefore, staff is not recommending <br />approval of the CUP for an additional 9,840 square feet of accessory structure space. Ms. Daines <br />stated the Planning Commission recommended that the City Council approve the request for an <br />1l,244 square foot overage to the current city code restrictions, as long as landscaping screening <br />along Armstrong Boulevard is incorporated.
