<br />His concern is how this will cover different nuisances. He would agree with Councilmember <br />Dehen that things like junk cars, tires, snowmobiles, refrigerators, etc., those are a nuisance <br />related issue. There are home occupation businesses that mayor may not have a home <br />occupation permit, and the Ramsey Resident article included home occupation businesses as an <br />abatement type of issue, which he hesitates on. Two of the council members have had <br />experience with home occupation, and Microsoft started out of a garage; this topic may need to <br />be discussed more at a work session. He likes that the City would hold people accountable from <br />the standpoint as people try to sell or buy property if there is a property next to you that looks <br />terrible it will impact the price of your property. He is in favor of the program with these <br />exceptions. <br /> <br />The meeting was recessed at 10:06 p.m. and reconvened at 10:14 p.m. <br /> <br />Mayor Pro Tern Elvig stated he is very much in agreement with this. The City has had problems <br />with getting people to conform with reasonable uses, and it gets into seasonal issues from time to <br />time. A complaint can be lobbied in the spring, and by the time they are getting into the <br />enforcement and summer is over, the condition goes away, but it starts again the next season. <br />With this program the action can be hastened. He noted there are details to be worked out with <br />the program. <br /> <br />Councilmember Dehen stated he would like to move this forward today with a change in the time <br />allowed, for correction after the hearing examiner upholds the finding of a violation to 14 days. <br />This is a quicker clean up time than the 21 days indicated in the staff report. <br /> <br />Councilmember Jeffrey stated he is fine with the amendment to 14 days and thinks they should <br />move this forward. He inquired about the process to work out the details. <br /> <br />City Attorney Goodrich indicated if the ordinance is introduced they will need to establish what <br />the nuisances are to abate, and there are some major ones. Staff will likely address the policy <br />related to the number of cars allowed, which could likely be included on the agenda of the next <br />City Council meeting. <br /> <br />Mayor Pro Tem Elvig requested that one of the priorities to be addressed is the amount of junk <br />stored on lots. <br /> <br />Councilmember Dehen stated he would advocate that people can have as much junk as they want <br />but it should be inside so people do not have to look at it. There should be a review of the <br />number of vehicles, the number of trailers, the number of building, the number oftarps, etc. <br /> <br />Councilmember Look noted this would also relate to overgrown yards and things of that nature. <br /> <br />Motion by Councilmember Dehen, seconded by Councilmember Look, to introduce an ordinance <br />to establish an abatement program for code enforcement purposes; Case of City of Ramsey, with <br />the amendment that the time allowed for correction after the examiner upholds the findings of a <br />violation is 14 days. <br /> <br />City Council / June 26, 2007 <br />Page 30 of 38 <br />
