Sanitary
sewer was installed in Riverdale Drive when it was constructed; however, the manhole nearest to
this site is located south of Village Bank. The options for extending sewer service included
placing the line in Riverdale Drive which would have required closing the road or placing the
sanitary sewer line in the boulevard. The second option was chosen to minimize the disruption
to traffic on Riverdale Drive. This requires obtaining a utility easement from Village Bank for
connection of the sewer line.

Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to approve the
utility easement with Village Bank.

Motion carried. Voting Yes: Mayor Pro Tem Elvig, Councilmembers Jeffrey, Strommen,
Dehen, and Look. Voting No: None. Absent: Mayor Gamec and Councilmember Olson.

Public Works Director Olson stated the City appreciates the ability for Village Bank to work
with them and donate the easement for no cost to facilitate the sewer and water extension.

Case #17:

Consider Approval of Acquisition of Temporary Easements for Ramsey
Town Center 10th Addition

Public Works Director Olson stated as a condition of the plat approval for Ramsey Town Center
10th Addition, a retaining wall was to be constructed along the north side of the plat. Since the
construction of that wall was to be built near the south property line of the adjacent residents,
staff added a condition that the developer would be responsible for acquiring temporary
construction easements wherever there was to be impacts to existing homeowners. Last year
staff was requested by the developer to negotiate on their behalf for those easements. Within the
four easements being presented are the obligations of the developer for which the easements
were granted. The temporary easements are 60 days in nature. Staff recommends approval of
the completed negotiations with the four property owners so that Rehbein can begin work on the
construction of the wall.

Mayor Pro Tem Elvig asked if there is any type of bond or insurance required to protect people's.
property.

City Council / June 26, 2007
