<br />. The material is not very dense and provides little lateral support for the edge of the <br />pavement which is the weakest pati of the road. <br /> <br />City Engineer Jankowski stated in 2004 there was only a small portion of overlay that needed to <br />be shouldered in that year's program and a Class 2 shouldering material was used as an <br />alternative to topsoil on a short segment of Bowers Drive. Class 2 is a dense well graded <br />mixture of aggregate sizes which is similar to Class 5 except that the largest patiicle is % inches <br />in diameter versus 1 inch for Class 5. This Class 2 shouldering aggregate eliminates the <br />negatives outlined with topsoil used as a shoulder material. However, Class 2 generates <br />complaints which include the aesthetic appearance of the aggregate material being less than that <br />of lawn grass, and the presence of loose rock migrating into the lawn and thus being a mowing <br />hazard. Mr. Jankowski stated in the subsequent 2005 year program Class 2 shouldering was <br />used on 7 miles of overlaid roadway adjacent to 253 property owners, and in the 2006 program <br />8.15 miles of street was overlaid adjacent to 274 property owners. <br /> <br />Staff presented pictures illustrating the use of shouldering materials within the past several <br />programs. Mr. Jankowski stated in the 2007 program 4.4 miles of mral streets are scheduled to <br />receive a bituminous overlay adjacent to 149 propeliies. Staff feels that the use of Class 2 <br />material provides a superior shouldering material when compared to the use of topsoil. It is <br />especially valuable at intersection radii where shoulders are particularly difficult to maintain with <br />the use of lighter topsoil. <br /> <br />Councilmember Dehen expressed concern in establishing Class 2 as a policy throughout the City. <br />He stated there are a lot of places in the City where the grass is growing fine up to the road edge <br />and it would seem to him that the breaking up of the pavement would be more problematic <br />around corners and intersections. He suggested using the Class 2 where it is needed and <br />allowing the grassy areas up to the road where they work. <br /> <br />City Engineer Jankowski explained it becomes difficult to determine where to put the different <br />materials with the number of miles of roadway that need to be addressed throughout the City. <br /> <br />The Committee discussed the following in relation to the appearance of the transition area from <br />the new raised grade of the pavement to the adjacent grade: <br />· Maintenance <br />· A policy that would include using different materials based on the condition of the <br />shoulder area and the maintenance that is performed by the landowner. <br />o Problems could include the cost involved going back with a different shouldering <br />material in areas that have already been completed by the contractor. <br />· Homeowner maintenance is required with the black dirt and seed <br />· Staff effort involved in asking every resident whether they would prefer black dirt or <br />Class 2. <br /> <br />Councilmember Dehen suggested the homeowner could be provided with information requesting <br />them to notify the City if they would prefer Class 2 with the notification about the paving <br />project. <br /> <br />Public Works Committee / May 15, 2007 <br />Page 7 of 11 <br />
