<br />would mn into the issue of determining whether a property is manicured or not and whether to <br />put down black dirt and seed, knowing it will die and wash away. <br /> <br />Motion by Councilmember Olson, seconded by Chairperson Elvig, to recommend to City <br />Council that Class 2 material be used for shouldering in the 2007 Street Maintenance program, <br />and that a record of complaints and time spent in addressing them be submitted to the Committee <br />prior to the 2008 program. <br /> <br />Further discussion: City Engineer Jankowski indicated staff will keep track of the complaints <br />that are received. Chairperson Elvig asked if there is anything that can be done to stimulate <br />growth of the seed. Councilmember Olson inquired about affordable plant options that would <br />grow in Class 2. Councilmember Dehen stated his concern is regarding a homeowner that has <br />been maintaining their lawn that will now be mowing and hitting rock. People put sprinklers out <br />there, mow and put out flowers. Councilmember Olson stated whatever is done needs to be done <br />on a uniform basis. The Council will be talking later tonight about assessments versus no <br />assessments for street improvements. Regardless of which way this is done it needs to be kept <br />affordable; there will be an impact on the contractor's price. In order to be sure they keep things <br />affordable they need to do it one way or another, but she would like to look into what kind of <br />seed could be thrown in the rock that would grow. Councilmember Dehen asked if it would <br />drive up the cost for a contractor if the policy was to put down Class 2 within 50 feet of the bend. <br />Public Works Director Olson replied two different materials would be required; it would likely <br />cost more if it is not unified. Chairperson Elvig suggested the bids include an alternate with 50 <br />feet of Class 2 adjacent to bends and intersections. <br /> <br />Motion carried. Voting No: <br />Councilmember Dehen. <br /> <br />Case #3: <br /> <br />Now and Then Street Improvements <br /> <br />City Engineer Jankowski stated at the April 18, 2006 Public Works Committee meeting the <br />subject of the reconstmction of Garnet Street and 168th Avenue located in the Now and Then <br />Estates subdivision was discussed with the Committee. This subdivision is adjacent to the <br />Brookfield Addition which is served with municipal sanitary services. At that time Mr. John <br />Peterson of Oakwood Land Development indicated that he had spoken with the propeliy owners <br />within Now Then Estates and had reached a verbal understanding with approximately 80% of <br />them favorable to redevelopment. Mr. Peterson indicated at that time that he would be in a <br />position to continue the process of addressing the redevelopment later in the summer of 2006. <br />The housing market slowed considerably after this meeting and there has been no further <br />progress toward redevelopment of the subdivision. Mr. Jankowski stated both Garnet Street and <br />168th Avenue continue to remain in poor condition and staff is interested in determining the <br />wishes of the subdivision residents relative to addressing street improvements. While no <br />complaints or requests for street improvements have been received, staff is interested in whether <br />the Committee would like to invite a dialog with the residents regarding a future course of <br />action. <br /> <br />Councilmember Dehen asked how old this road is. <br /> <br />Public Works Committee / May 15, 2007 <br />Page 9 of 11 <br />
