<br />is a little separate issue than the site plan. Mr. Lindberg's comments have been heard, but those <br />types of complaints are true for every neighborhood; they are true for her street. There is broken <br />glass in the sandbox at any of the parks. Management of rental properties is not. easy. She has <br />experience with her parents condominium that has professional management, and they are not <br />low-income housing. There are problems with management companies all the time; it is part of <br />the nature of the game with associations, rentals or condos. That is not to say Mr. Lindberg's <br />concerns have not been heard. They will do what they can as a City to playa role in addressing <br />it, but she does not think it is unique to this particular situation and the fact that it is ACCAP or <br />low income housing. Councilmember Jeffrey stated when that project went in at Sunwood Drive <br />he was there for all the meetings and told the residents there that prior to his time on the Council <br />and Planning Commission he wanted to take an active role in the community. He hears Mr. <br />Lindberg's concerns and would like to have a conversation with him. That project is in his ward <br />and he would like to sit down and talk about the concerns that were voiced here tonight because <br />this is the first he has heard of these. He agrees these are two separate issues; there has been <br />tragedy in various places in the City and it has nothing to do with an ACCAP project or anything <br />else. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Olson, and <br />Strommen. Voting No: Councilmembers Dehen and Look. <br /> <br />Case #5: <br /> <br />Contracted Towing Services for the City of Ramsey <br /> <br />Police Chief Way stated at the May 8, 2007 City Council work session, Council decided the <br />towing contract should be opened up to allow for a request for proposals process to provide the <br />service for the City. Based upon Council direction, a Request for Proposal was made available <br />for interested parties. A notice was published in the Anoka County Union once a week for two <br />weeks, May 18, 2007 through May 25, 2007. The deadline for proposals was Friday, June 1, <br />2007 at 4:30 p.m. As of 8:00 a.m. on Monday, June 4, the City received one proposal for the <br />towing services. North Star Towing and Service Center, Inc. submitted a proposal prior to the <br />June 1, 2007 deadline. Their proposal met all of the requirements as stated in the RFP. Chief <br />Way indicated with this process he followed the exact procedure that was followed in 2003. On <br />March 7,2003, RFP's were made available with a deadline of March 31, 2003. In that case three <br />RFP's were mailed out after they were requested by the interested parties, and three RFP's were <br />submitted. Two RFP's came in on the last day and one was received on March 28, 2003. North <br />Star came in on Thursday, the 31 st. They were due on Friday and he was not in the office when <br />anything came in; it was Monday when he returned to the office. Staff recommends entering <br />into a two year contract with North Star Towing and Services, Inc., 833 N. Street, Anoka,MN <br />55303 for towing, impounding and storage of motor vehicles. <br /> <br />Mayor Gamec inquired aboutthe publication. <br /> <br />Police Chief Way replied notification was published two weeks in a row. <br /> <br />Mr. Robert Bowtan, local business owner of Champlin Towing Inc. located at 14300 Sunfish <br />Lake Boulevard, stated he was not mailed the RFP's last time and he does not recall asking for <br />one then.
