<br />Mayor Gamec noted Mr. Lindberg's main point seems to be for the Council to be aware and <br />scrutinize, and maybe they have not done that as much as they should. They have the comments <br />and will look into that. <br /> <br />Councilmember Look stated they are looking to vote on a one year extension and have already <br />approved the preliminary plat on this. The question is whether they want to extend a one year <br />timetable to go through the grant process. He does not know that he can support that at this <br />point. He asked what will be done if the extension is not granted. <br /> <br />Mr. Johnson stated if the approval of the site is not extended he would not send in the <br />application. The application needs the most basic of City support with site plan approval. <br /> <br />Assistant Community Development Director Frolik stated the code is silent as to how long the <br />preliminary site plan is good for; the code allows one year after final site plan approval. <br />Technically the extension may not be needed, but the applicant wanted affirmation that the City <br />is still on board with the preliminary site plan approved in 2006. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Dehen, to deny the request for a <br />one-year extension to the preliminary site plan approval to the ACCAP apartment project. <br /> <br />Motion failed. Voting Yes: Councilmembers Look and Dehen. Voting No: Mayor Gamec, <br />Councilmembers Elvig, Jeffrey, Olson, and Strommen. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Elvig, to adopt Resolution #07-06-138 a <br />one year extension to the preliminary site plan approval and affirming the intent to allocate <br />parking spaces in the Municipal Parking Ramp for the ACCAP apartment project. <br /> <br />Further discussion: Councilmember Elvig stated he has heard a passionate conversation this <br />evening and he has heard passionate conversations from every renter he has met in his life. <br />There are young boys peeping in windows in the City, and it does not have to have ACCAP <br />mismanagement to do so. Mr. Lindberg had a wonderful place to live, and said so himself. If <br />there is a management issue it is now at the Council's attention, and they need to do something <br />about that. But to shoot down a decent project that drew good individuals and gave them an <br />opportunity to live in the City is a mistake. Councilmember Look stated during the campaign <br />season he visited the houses to the east of the Sunwood Drive and Highway 47 development. <br />One gentleman said since that went in they broke into his vehicle five times. He is very <br />disappointed with what is happening to his neighborhood. Councilmember Look stated he is <br />concerned about it and concerned about what it brings to Town Center as well. Councilmember <br />Elvig stated he would ask COUncilmember Look to qualify "they". Councilmember Look replied <br />he is going off what was told to him. Councilmember Strommen stated the "they" is undefined. <br />Councilmember Look stated that is as per the testimony. The bottom line is it did not happen <br />before the project went in, and it happened afterward, and they continue to have problems. He <br />would like to go on record as saying he does not support additional problems such as that. <br />Mayor Gamec stated Gorham Sandy Acres was having more problems before that came in than it <br />is now. Councilmember Look replied he would like proof on that. Councilmember Strommen <br />stated if there are management issues and the City can playa role in addressing it they will.
