Councilmember Look stated <br />the real issue is the preference it is not a bidding process. <br /> <br />Case #6: <br /> <br />Award Bids for 2007 Pavement Maintenance Program <br /> <br />Public Works Director Olson stated on April 24, 2007, the City Council authorized the 2007 <br />Pavement Maintenance Program. Bids were opened on Friday, June 8,2007. The low bid was <br />received on Division A which includes sealcoats preceded by cracksealing on 15.27 miles of <br />streets was 6% below the feasibility study estimate. The low bid received on Division B which <br />includes a bituminous overlay on 5.46 miles of street was 21 % lower than the feasibility study <br />estimate. Mr. Olson noted that the estimated unit prices were increased 25% over the 2006 bid <br />price to cover the uncertainty in the price of oil. Mr. Olson indicated that the Public Works <br />Committee had directed an alternate bid in relation to the practice of shouldering bituminous <br />overlayed projects entirely with class 2, which is represented by the base bid for Division B. The <br />Alternate Division B bid represents the cost of shouldering only the intersection radii and curves <br />with class 2 and the remainder of the project with topsoil seed and mulch as was done previous <br />to the 2003 program. The cost of the alternate shouldering proposal by the low base bidder is <br />about $4, I 00 more than the base bid, which is slightly more than 1 % of the project cost. Mr. <br />Olson advised staff recommends that Council adopt the resolution awarding Division A of the <br />2007 Street Maintenance Program to Allied Blacktop Company in the amount of $284,530.28; <br />and also that Council adopt the resolution awarding the 2007 Street Maintenance Program <br />Division B with the Alternate shouldering bid to Knife River Corporation in the amount of <br />$339,550.28. <br /> <br />Mayor Gamec stated he has had complaints from people about the gravel on the shoulder edge. <br />He knows they need to protect the edge of the road, but there are places where sprinkling <br />systems and grass is up to the edge of the road where they came in with gravel. That has been a <br />problem. <br /> <br />Public Works Director Olson explained they will be changing the direction they are heading with <br />the shouldering material with this approval. Staff is suggesting that the only place where they <br />put gravel is at the turning radii to protect the edge and to provide a safety aspect so that if <br />someone drives off the pavement there is a shoulder without a big drop down. In the straight- <br />aways there will be black dirt and seed. <br /> <br />Mayor Gamec commented that last year when sweeping was done the gravel went into the yards. <br /> <br />Councilmember Elvig noted there would be very little, if any, sweeping involved with the <br />shoulder material. <br /> <br />Councilmember Look indicated there was a sealcoat project done by Allied Blacktop on 142nd <br />Street and Iodine off of Bunker Lake Boulevard. He has had complaints about the quality of the <br />sealcoating there. He commented there may be a reason Allied Blacktop is cheaper.
