<br />Case #2: <br /> <br />Introduction of an Ordinance Authorizing the Sale of Lot 1, and Lot lA, <br />Block 1, Ebony Addition <br /> <br />City Attorney Goodrich stated this is a standard sale ordinance. Economic Development <br />Coordinator Sullivan is negotiating a tax increment financing (TIF) agreement with Cullinan <br />Rigging to develop in Ramsey. Staff is trying to get ahead of the game to authorize this sale <br />subject to entering into a final agreement with the business. Cullinan Rigging is currently <br />located at 1138 Bunker Lake Boulevard in Anoka and specializes in the moving and storage of <br />large machinery used in machine shops. The business currently employs seven people starting at <br />$18 per hour and plans to build a 40,000 square foot office/warehouse building sometime this <br />year. They plan to add ten new employees starting at$18 per hour over the next 2-112 years. Mr. <br />Goodrich recommended introduction of the proposed ordinance. <br /> <br />Councilmember Strommen stated the EDA reviewed this and recommended moving forward <br />with this project. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to introduce an <br />ordinance authorizing the sale of Lot 1 and Lot lA, Block 1, Ebony Addition. <br /> <br />Further discussion: Councilmember Look inquired about the length of the TIF. City Attorney <br />Goodrich replied the TIF would be about 12 years, but Council will receive the full contract <br />some time in the future. This' agreement does not state that the property will be sold; it gives the <br />authorization to sell it. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Dehen, Elvig, <br />Look, and Olson. Voting No: None. <br /> <br />Case #3: <br /> <br />Adopt Ordinance to Vacate Drainage and Utility Easements in Brookfield <br />First Addition; Case of Oakwood Land Development <br /> <br />Assistant Community Development Director Frolik stated the applicant is requesting that all the <br />drainage and utility easements on Outlot E of Brookfield 1 st Addition be vacated, and re- <br />established correctly through the recording of Brookfield 2nd Addition. Staff recommends that <br />the easement be vacated. Council conducted a public hearing and introduced the proposed <br />ordinance on May 22, 2007. The ordinance is eligible for adoption. <br /> <br />Councilmember Look asked ifthese changes are City driven or driven by the developer. <br /> <br />Assistant Community Development Director Frolik replied the City would recommend the <br />changes. This was going to be platted as one large estate, but they decided to break down into <br />individual lots. <br /> <br />Councilmember Look asked if these changes are based on previous rules or if they are new rules <br />specific to the developer. <br /> <br />City Council / June 12, 2007 <br />Page 5 of 29 <br />
