Johnson, Inc. <br /> <br />Assistant Community Development Director Frolik stated in June of 2006 the City Council <br />granted preliminary plat approval to the ACCAP apartment project to be constructed in front of <br />the municipal parking ramp within the Town Center. ACCAP plans to submit a funding <br />application to the Minnesota Housing Finance Agency (MHF A) later this month. As part of this <br />process, the applicant is requesting that the City extend preliminary site plan approval for an <br />additional year, and to affirm the project's use of the municipal parking ramp. Ms. Frolik <br />explained MHF A is looking for some assurance from the City that dedicated parking spaces in <br />the municipal parking ramp will be provided for tenants of the apartment building. Ms. Frolik <br />reviewed that a Parking Maintenance and Use Agreement was signed between the City and <br />Ramsey Town Center LLC. This agreement in part allocates parking spaces in the municipal <br />ramp to various uses included in the Parking Maintenance Area surrounding the ramp. Per that <br />agreement, the apartment site is allocated up to 80 parking spaces for 40 residential units. The <br />agreement does not discuss the assignment of specific spaces for the apartment building; which <br />specific spaces would be set aside will need to be worked out with the applicant during final site <br />plan review, and would be documented in the Development Agreement for that project. <br /> <br />Assistant Community Development Director Frolik stated the applicant is also requesting a one- <br />year extension to the preliminary site plan approved on June 13,2006, to accommodate the grant <br />applicant process timeline; this term is included as item #2 in the resolution. Ms. Frolik advised <br />there are no City costs incurred in granting a one year extension to the site plan for the ACCAP <br />Apartment project. Costs related to allocation of parking spaces in the Municipal Parking Ramp <br />specifically for the residential use will be addressed in the Development Agreement at the time <br /> <br />City Council / June 12,2007 <br />Page 6 of 29 <br />
