Ms. Frolik advised staff recommends adoption of the <br />resolution. <br /> <br />Mayor Gamec stated he received a call from a gentleman in regards to concerns about housing <br />projects; basically the one on Highway 47. This property is probably no different than some of <br />the other residential areas in the City. A lot of them have problems one way or another, dealing <br />with all kinds of different activities. They have the same thing in residential and rural areas. He <br />wanted to repeat the concerns that were raised to him by the gentleman. <br /> <br />Councilmember Jeffrey stated he also talked to a resident. Part of the discussion he had with the <br />resident dealt with the management of the property on Highway 47 and Sunwood Drive, and <br />some ofthe things that have happened, and the change in the resident manager. He requested the <br />applicant to respond to some of the concerns that were raised about the change in management or <br />the change in the treatment of a selection of residents. Those were the concerns that were voiced <br />and expressed to him. <br /> <br />Mayor Gamec suggested that the management should be looked at as a whole. <br /> <br />Councilmember Jeffrey indicated the concern of the resident was if the management at the <br />Highway 47 and Sunwood Drive development would be the same as with the development that <br />will be going in here, and that there were some inconsistencies in the management that was <br />taking place. <br /> <br />Mr. Jeff Johnson, representing 1. Johnson, Inc. and ACCAP, stated there are two types of <br />management, one of which is, on-site management, and those folks come and go over time. It is <br />almost always a short term situation for someone to be a caretaker or resident manager, so over a <br />period of five years it would not be uncommon for a resident manager to stay two or three years, <br />just like a typical resident. There have been resident manager or caretaker changes at that <br />location since it was developed, but there has been no change in the financial or ownership or <br />property management of the ,Ramsey Townhomes. The original mortgage firiancing structure <br />remains unchanged, and ACCAP still does the day to day offsite property management <br />supervising the activities and the management of the site from their office location in Blaine. <br /> <br />Councilmember Jeffrey indicated he and Mr. Johnson had discussions when the townhome <br />project on Highway 47 and Sunwood Drive went in. He inquired about the process that deals <br />with on-site caretaker evaluations and dealing with resident complaints. He explained the <br />inconsistency of treatment was the crux of the discussion he had with the resident. <br /> <br />Mr. Johnson stated ACCAP documents phone calls and letters, and has significant files. An <br />individual that calls to complain about a resident would have their phone calls logged in and a <br />summary as to the activity. As far as how residents are targeted on site with respect to different <br />approaches, it is always inconsistent; the world is inconsistent. People might see it as unfair at <br />some point in time. One person may leave their trash cart out and not get fined, and another one <br />did get fined. There will be an inconsistency with applicants. It is an ongoing process to get <br />everyone in a 32-unit rental situation to comply with all the rules, and there will always be <br />individuals that are not in compliance.
