<br />management location it is a work in progress. They welcome feedback from authorities, <br />residents and resident managers, subject to data privacy. There may be an eviction process <br />underway and that information cannot be given out. Sometimes the appearance is that perfect <br />equity does not exist. If he understands the comments, someone may be concerned that perfect <br />equity did not exist in a 32-rental townhome unit. Everyone attempts to apply equity, and it is a <br />work in progress. <br /> <br />Mayor Gamec asked if the rules are the same with both units as far as the type of incomes. <br /> <br />Mr. Johnson replied the intent and efforts are to apply rules evenly across the board. <br /> <br />Councilmember Look stated he would like to thank Bruce Lindberg for the telephone call. Mr. <br />Lindberg has first-hand experience with the Sunwood Drive and Highway 47 project. He would <br />also like to thank the Police Chief for providing information. He requested the applicant to <br />provide information regarding background checks. <br /> <br />Mr. Johnson stated ACCAP uses a rental research company and they provide background, credit <br />and criminal checks. Probably 90% of that information shows up. If a criminal background <br />shows up on a background check ACCAP does not rent to the applicant, in fact ACCAP has an <br />unusually hard approach to even things such as unlawful retainers. ACCAP does have what he <br />would consider a thorough process of screening renters. ACCAP also checks prior landlord <br />references themselves. They verify employment and previous residency. <br /> <br />Councilmember Look cited police reports related to the Sunwood Drive and Highway 47 <br />townhome development, incl~ding the following: suicide attempt, terroristic threats, domestic <br />assault, child custody, suspicious persons, narcotics, vehicle theft, property damage, and juvenile <br />activity. He stated his concern is ifthey can expect the same type of results from a building next <br />to the municipal building, and to take an existing project and make the identical project in this <br />vicinity. <br /> <br />Mr. Johnson stated this is not an identical project; it is more of an apartment project than a large <br />townhome project. When landlords screen applicants they can screen adults, but they cannot <br />screen children, and some of those calls referred to in the police reports would be about children. <br />Townhome units with more bedrooms would be more for families, while this will be more of an <br />apartment complex. The police reports that were cited included about six or seven items. As a <br />landlord they look more at the volume over time and the number of calls per unit per year. There <br />will be domestics and suspicious activity. There are 32 units. If someone was walking around <br />outside he would hope one of the residents would call. Domestic assaults do take place, and <br />someone will call the police. <br /> <br />Councilmember Look asked where the families with children will have the ability to play in the <br />vicinity. <br /> <br />Mr. Johnson replied there will be recreation inside the building and adjacent to the building. <br />There is a park planned across the street. This location near downtown will have at least three <br />different recreational opportunities, so it is attractive from that standpoint. <br /> <br />City Council / June 12, 2007 <br />Page 8 of 29 <br />
