The ordinance needs to be enforced and a time period should be allowed for the <br />improvements to be completed. <br /> <br />Associate Planner Daines indicated staff visited the properties last summer so they have had one <br />year to know they are in violation of the ordinance. <br /> <br />Councilmember Jeffrey stated the City created the inequity with the H-1 District and restrictions <br />on building size. If the north and south sides of Highway 10 are going to be treated the same and <br />paving will be required on the north side, the H-1 ordinance should be reviewed. <br /> <br />Councilmember Strommen stated she agrees the north and south sides of Highway 10 should be <br />treated the same. She has the same opinion that the City created the H-l District that limits what <br />people can do with their property, but she has been swayed that there is a difference in putting up <br />a big expensive building and putting down some asphalt. She does not have much of a problem <br />anymore requiring asphalt even though the building size is limited. Those improvements are not <br />necessarily on an equal par. <br /> <br />Councilmember Olson commented she does not see where being in the H-1 District should <br />present a hardship that would prevent laying down asphalt or doing landscaping. <br /> <br />Councilmember Jeffrey stated the City needs to be prepared to pave City owned property in the <br />H-1 District. <br /> <br />Councilmember Strommen inquired if there would be a provision for properties like the Lano <br />property with very heavy equipment that would be on the asphalt. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik indicated she has seen industrial <br />parks in Chicago where extremely heavy equipment is parked on pavement. The pavement <br />could be built thicker to industrial standards or a variance could be requested. <br /> <br />Community Development Director Trudgeon indicated the Lano property is zoned E-1 <br />Employment. They are running into this problem in other industrial parks in the City also. In <br />the E-1 District they may be looking at allowing for different surfaces to be used for areas where <br />heavy machinery and equipment will be or allow for a process to do that. Mr. Trudgeon noted <br />that the Lano property is different than any other properties on Highway 10. <br /> <br />Councilmember Look asked how many properties there are without paving or an improved <br />surface that would be visible on the front of the property. <br /> <br />Associate Planner DaInes indicated there were 15 total violators staff thought should be given <br />consideration and of those about half were paved in front of the building and the other half had <br />storage or salvage in the back. <br /> <br />Councilmember Look pointed out this would be seven or eight properties. Looking at the Son <br />Water Sports property, they have paving in front, a well kept building and a back lot that is <br />grassed.
